NASA - National Aeronautics and Space Administration in Washington, DC seeks a Facility Operations Specialist to oversee the Facility Manager Program on site. You will coordinate with Facility Managers, NASA Technical Monitors, and Operations & Maintenance contractors to enhance efficiency and streamline operations.

The role emphasizes supervisory duties where applicable, compliance with safety plans and facility standards, and potential multi-grade assignments.

Qualifications

  • One year of directly related specialized experience equivalent to GS-09 level.
  • Experience coordinating teams and facilities operations with internal/external stakeholders.
  • Following operational procedures to ensure safety plans and specifications.

Responsabilités

  • Lead coordination of work by Operations and Maintenance contractors with limited supervision.
  • Develop and implement new ideas or approaches to improve efficiency and reduce administrative burden.
  • Identify and streamline processes to save time or money and increase productivity.
  • Use MOSI and Work Control systems to submit, review, or track work requests.
  • Perform QA inspections using the CMMS and related tools.
  • Assign work to Facilities team members and provide guidance as needed.
  • For supervisory roles, perform a full range of supervisory duties and staff development.

Summary As a Facility Operations Specialist (FOS), you will serve as a Facility Manager Coordinator, providing oversight, guidance, and support to all Facility Managers (FM's) on site. You will provide management oversight and facilitation of the Facility Manager Program, including working with the designated NASA Technical Monitors for facilities and with the individual FMs. NASA may fill positions in any of the grades and locations listed in this announcement.

Duties
  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Lead the coordination of work by Operations and Maintenance contractors with limited to no support from the supervisor.
  • Lead the development and implementation of new ideas, programs, or approaches significantly improves efficiency and/or reduces the administrative burden on customers.
  • Identifies, proposes and implements appropriate and effective methods to streamline processes and/or more efficiently use of resources. Efforts result in substantial savings of time or money and/or substantial increase in productivity.
  • Utilize the Work Control Telephone number and/or Management Operations Services and Information system (MOSI) to submit, review or track work requests.
  • Utilize the Computerized Maintenance Work Management System and other tools available to perform Quality Assurance Inspections and monitor work.
  • Assign work to Facilities team members and provide guidance as needed.
  • For supervisory positions, you will perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.
Requirements
  • This position is open to U.S. citizens, nationals or those who owe allegiance to the U.S.
  • This position may require a one-year probationary period. If selected, the requirement to serve such period will be determined by Title 5 of the Code of Federal Regulations, Part 11. **See Additional Information section**
  • You must meet qualifications requirements by the closing date of this announcement.
  • Position subject to pre-employment background investigation or higher-level clearance. Investigation/Clearance may differ and be required based on the duty location/NASA Center requirements.
  • Financial Disclosure, Drug Testing, and/or the Travel Requirements for this position may differ and be required based on the duty location/NASA Center requirements.
  • A one-year supervisory probationary period may be required.
Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-11, you must have:

  • One year of directly related specialized experience equivalent to the GS-09 level:
  • participating on a team and communicating with internal/external stakeholders to facilitate the operational capability of assigned facilities;
  • following operational procedures and standards to ensure work performed complies with facility/subcontractor safety plans and specifications (e.g. building, environmental, construction);
  • utilizing asset data management or environmental data management system and documenting potential work-impacting issues to support process improvement initiatives.

OR

  • Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field

OR

  • Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field

OR

  • LL.M., if related

OR

  • Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:

  • participating on a team and providing technical support to ensure the operational capability of assigned facilities (e.g., mechanical /pneumatical / water systems, etc.);
  • performing inspections and creating solutions to potential issues to avoid impacted work following operational procedure, configuration mandates, standards of facility operation; and
  • participating in activities to address maintenance and/or enhancements of facilities.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:

  • providing technical support to ensure the operational capability of assigned facilities (e.g., mechanical /pneumatical / water systems, etc.);
  • providing guidance on inspections and recommending solutions to potential issues to avoid impacted work following operational procedure, configuration mandates, standards of facility operation; and
  • mentoring others in the maintenance and/or enhancements of facilities.

Probationary Period

You may be required to serve a one-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. If selected, the requirement to serve such period will be determined by Title 5 of the Code of Federal Regulations, Part 11.
