UW School of Medicine and Public Health at the University of Wisconsin–Madison seeks a Public Health Outreach Coordinator to join the Public Health Outreach and Response Team (PHORT). The role performs mobile outreach to prevent overdose and infectious disease spread, providing education, testing, and linkage to care in Wisconsin communities with high need.

You will work with community partners and volunteers; evenings or weekends may be required.

Qualifications

Job Summary:

The University of Wisconsin Population Health Institute (UWPHI), in collaboration with the Wisconsin Department of Health Services, Behavioral Health Section, seeks a candidate to join the Public Health Outreach and Response Team (PHORT). The PHORT provides mobile outreach services in Wisconsin communities to prevent overdose and the spread of communicable diseases associated with substance use. This position will work with other members of the PHORT to conduct mobile outreach to provide health intervention services that include overdose prevention and education, point of care testing for communicable diseases, and screening for sexually transmitted infections (STIs). Mobile services are provided utilizing a team approach and are targeted to participants where access to overdose and infectious disease prevention service is limited and health disparities are great. Services are targeted to communities that have high need: active substance users, people at risk of overdose people living with HIV or HCV, sex workers, and other high-risk populations.

Public Health Outreach Coordinator will:

• Conduct mobile outreach services to prevent overdose and the spread of infectious diseases. These services include but are not limited to:
  • Distribute overdose and infectious disease prevention supplies.
  • Provide HCV, HIV, STI education to participants.
  • Provide overdose education and buprenorphine education to participants.
  • Provide linkage to care to treatment and recovery services.
• Conduct overdose prevention trainings to community partners.

This position may be required to work occasional nights and weekends to meet the program needs and priorities of the communities served.

• This position may require some work to be performed in-person, onsite, at a designated campus work location. Some work may be performed remotely, at an offsite, non-campus work location.
• This position has been identified as a position of trust with access to vulnerable populations. The selected candidate will be required to pass an initial caregiver check to be eligible for employment under the Wisconsin Caregiver Law and every four years.
• Must provide a valid driver's license. Employees may use their own transportation or receive approval for University Car Fleet usage. Employment is conditional pending the results of a Pre-hire Driver Authorization Check. Compensation:

The minimum salary wage for the position is $62,000 annually; but is negotiable based on experience and qualifications. Required Qualifications:

• At least four years of work experience with people at risk of overdose and people living with HCV/AIDS.
• Experience coordinating mobile overdose and infectious disease prevention programs.
• Experience with community-based organizations or lived experience providing outreach to people at risk of overdose.

Preferred Qualifications:

• Experience working with communicable diseases like hepatitis C, HIV, and STIs including providing counseling, testing, and referral services.
• Experience working with local and tribal health departments
• Experience with coalition building and creating community partnerships
• Experience with program coordination to manage multiple tasks, timelines, and deadlines while maintaining high-quality work.
• Experience with overdose prevention technical assistance centers, service delivery/mobile outreach, familiarity with drug use trends, and safer use techniques.

Education:

Bachelor’s degree in social work, public health, or related field is preferred.
