Job summary

West Sussex County Council is seeking a Public Health Analyst to monitor smoking cessation performance, spend and outcomes across West Sussex. You will lead data collection, extraction, analysis and reporting, shaping services and informing decisions to improve local health outcomes.

The role involves collaborating with NHS organisations and other partners, designing analytic plans, and delivering high-quality insights in a fast-paced environment.

Qualifications

• Degree or equivalent qualification or experience demonstrating applied knowledge in researching, analysing and evaluating arguments and information.
• Theoretical or organisational knowledge of systems, procedures and policies related to research and data management techniques.
• Experience in undertaking high level research contributing to strategic plans and policies.
• Experience providing professional advice to senior staff and partner organisations which impacts the business.
• Experience persuading others to implement research conclusions and proposals.
• Experience dealing with people and establishing credibility at all levels of the organisation.

Responsibilities

• Analyse local stop smoking service data to assess reach, impact and effectiveness, create reports and recommend improvements.
• Monitor and report service performance against targets and KPIs.
• Monitor and report local smoking cessation and grant spend, flag potential under/over-spend risks.
• Merge datasets from local stop smoking services into the national Stop Smoking Services Quarterly Return.
• Design methodologies and research, analyse information and produce long-term strategies or proposals.
• Collaborate with a range of services and partners to understand data for decision making.
• Set out analytical plans with milestones, deliverables and data governance requirements.
• Plan and meet targets for completion of work to high standards and escalate issues as needed.

About the Job: As a Public Health Analyst, you will play a crucial role in monitoring of smoking cessation performance, spend and outcomes across West Sussex, taking a lead on all aspects of smoking service data collection, extraction, analysis and reporting. No two days are the same within our Public Health Directorate. Working in a fast paced and evolving environment, you will play a key role in delivering high-quality analysis, research, and intelligence that helps shape services, inform decision-making, and improve health outcomes for local communities.

Key responsibilities will include:

• Analysing local stop smoking service data to assess the reach, impact and effectiveness of smoking cessation interventions, creating and presenting reports and making recommendations for improvement.
• Monitoring and reporting service performance against targets and KPIs.
• Monitoring and reporting local smoking cessation and support grant spend against funding allocation, highlighting potential under- or over-spend risks.
• Merging data sets from a range of local stop smoking services into the national Stop Smoking Services Quarterly Return.
• Design methodologies and research, analyse and interpret varied and complex information (such as from performance indicators financial spreadsheets, surveys and focus groups) and produce strategies, solutions and/or proposals over the long term.
• Working in partnership with a range of services, partners and experts within WSCC and other organisations (including NHS organisations) to understand data and information to help decision making.
• Set out an analytical plan for the specific projects within Public Health, setting out milestones, deliverables and accountabilities, and detailing data governance requirements.
• Organise, plan and meet set targets for completion of work to high standards and make frequent decisions and exercise initiative as required to resolve issues and achieve the required results, referring serious problems to line manager.

Qualifications:

• Degree, or equivalent qualification or experience, demonstrating that level of applied knowledge in researching, analysing and evaluating arguments and information.
• Relevant advanced theoretical or organisational knowledge of systems, procedures and policies, relating to research and data management techniques.
• Demonstrable practical experience in undertaking high level research which contributes to the development of strategic plans and policies.
• Experience of providing professional and accurate advice to a range of senior staff and partner organisations which impacts on the business.
• Experience of persuading others to implement research conclusions and proposals.
• Experience and confidence in dealing with people and the ability to establish credibility at all levels of the organisation.
