Job summary

SmartRecruiters, Inc. is seeking a Chief Investment Officer for the Office of the Treasurer & Tax Collector. The CIO will oversee the City’s $19+ billion Treasurer’s Investment Pool, ensuring safety, liquidity and performance within statutory requirements.

This is a senior, exempt role with extensive stakeholder reporting and fiduciary responsibility. The ideal candidate will have CFA/CTP designation, buy-side fixed income experience, and a proven track record in portfolio management and risk

Qualifications

• Bachelor degree in economics, finance, business, or a related field.
• Six years of progressive management and buy-side experience in the management of short duration fixed income portfolios.
• CFA, CTP, or equivalent designation preferred.

Responsibilities

• Maintain an investment strategy aligning with safety, liquidity, and risk.
• Manage a diversified portfolio with prudent asset allocation.
• Monitor market conditions and interest rates to adjust strategy and liquidity needs.
• Develop and maintain cashflow profiles and five-year forecasting models.
• Manage duration to match liquidity needs and optimize returns.
• Provide investment reports to committees and stakeholders.
