Qualifications

Responsibilities

Bestica is hiring for a Public Health Technician/Epidemiologist to provide their services at Wright Patterson Air Force Base located in Dayton, OH.

Description of Services

The shall provide subject matter expertise to USAFSAM Department of Aerospace Medicine (USAFSAM/FE), Aerospace Medicine Studies and Analysis Division (FES), Aerospace Medicine Studies and Analysis Support Branch (FESS) Operational Consult team. This team was established to provide an agile and comprehensive response to complex operational questions from the field, as well as providing operational expertise to provide active surveillance capability, as well as to maintain and expand relevant data repositories of interest, in addition to providing assistance with studies and analysis requirements, to include technical consultation support, data analytics, and data management requirements support. USAFSAM/FESS is responsible for studies and analysis infrastructure and project execution support, to include project management, tracking of project funding and timelines, acquisition/contracting support, advice and consultation on research/study experimental design, data analytics and operational issues, support for protocol submissions and clearance by IRBs and IACUCs, consultation in epidemiological practices and methods, and consultation in writing and editing of manuscripts, reports and research articles. This requirement is for expertise that is to be located within the FESS branch of the FES Studies and Analysis division, to assist USAFSAM in providing studies and analyses project consultation, and in providing reach-back, expert consultation and assistance to MAJCOM Aerospace Medicine teams and/or base-level safety officers, flight surgeons, and physiologists conducting investigations into physiologic events and other human factors issues.

Qualifications
  • The employee shall possess a master's degree in public health or related discipline, in conjunction with at least 5 years' experience working in a public health, community health, or aerospace medicine clinic and a strong knowledge of epidemiology
  • The employee shall be familiar with standard concepts, practices, and procedures within the public health field, and have experience developing, administering and analyzing surveys and/or questionnaires for research and/or occupational health questions.
  • The employee shall have a minimum of 5 years of experience with epidemiology in a healthcare or military environment.
  • The employee shall possess the ability to design, formulate, conduct, and lead data analysis of operational studies on health surveillance data/health records/other relevant military records and risk reduction of negative health outcomes, readiness, or duty restrictions affecting the USAF total force population.
  • The employee shall possess the capacity to use and/or learn new analytical technology tools such as Envision, Tableau, Python, R, SAS Viya, or Qualtrics.
  • The employee shall possess technical writing and presentation skills, including the ability to conduct scientific literature reviews, and prepare technical reports, white papers, publications, memorandums, presentations, and other products.
  • The employee shall apply and provide all information, in a timely manner, related to obtaining access to databases and data required to perform duties. The employee shall be professional, detail oriented, possess excellent communication skills, and speak English fluently.
  • The employee shall have the ability to thrive in a team environment, yet able to complete assigned tasks independently or with minimal guidance from team leads.
  • The contract employee shall possess: organizational skills; the ability to achieve set goals; initiative in performing assigned tasks; ability to follow-up complex projects with influence, and integrity; and ability to interact professionally with all levels of personnel within and outside of the organization.
  • The employee shall have a Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.
Desired Qualifications
  • Prior military experience, or previous experience working in a military research environment, is desired.
Tasks and Responsibilities
  • The employee responsibilities shall include providing epidemiological expertise for the Operational Consultation Support team and supporting the technical performance of the USAFSAM Studies and Analysis Portfolio.
  • The employee shall provide assistance in producing timely and accurate routine and ad hoc reports, supporting special study methods, and assigned protocols.
  • The employee shall assist in the execution of prioritized scientific investigations with 711 HPW researchers as well as base- level, MAJCOM and Air Force Level personnel in determining mitigation, hand-off or other disposition of identified operational health issues among AF members requiring research support.
  • The employee shall assist in designing, formulating, conducting, and leading data analysis of health surveillance data/health records, military personnel, records, military operational records, and other relevant military records at the individual, unit, and total force populations to provide human performance and operational surveillance support.
  • The employee shall collect data from various databases, pursuant to agreements with database owners.
  • The employee should provide conference support assistance by active participation in professional conferences, preparation of posters and presentations, and publication of peer-reviewed manuscripts, to support distribution of study products.
  • The employee shall acquire data access permissions necessary to perform stated tasks.
  • The employee shall perform a full range of science and technology support in various research functions, including data collection, program analysis, monitoring activities, and the preparation of reports and summaries plan, organize, and coordinate activities of functional specialists including scientist, engineering, contracting, program control, test and logistics.
  • The employee shall, in conjunction with other team members and researchers, use qualitative and quantitative analytical techniques to collect and compile data on program operation effectiveness and cost- benefit using prescribed methodologies.
  • The employee shall draft and/or edit study protocols, proposals, scientific abstracts, manuscripts, slide presentations, and posters as required.
  • The employee shall assist in briefings and production of documents as appropriate to transfer knowledge of study products to customers in USAFSAM and Air Force at large.
  • The employee shall attend/support meetings related to expertise with government and civilian organizations, academia, and subject matter experts.
  • The employee shall provide studies and analysis support to 711 HPW researchers.
