Job summary

Rockwall County seeks a part-time bailiff to provide courtroom security and assist the Constables office with law enforcement and civil process duties. You will protect judges, attorneys and participants, and respond to emergencies as needed.

Qualifications

  • Civil Process class within 1 year of hire.
  • Court Security class within 1 year of hire.
  • Valid Texas Driver's License.

Responsibilities

  • Provide court security duties by observing courtroom activity.
  • Conduct arrests of individuals with outstanding warrants.
  • Preside over the jury and seat them properly.
  • Coordinate with detention center for in-court arrests.
  • Support law enforcement agencies in the county.
  • Civil process service of subpoenas and court documents.

Job description

SUMMARY:

The purpose of this position is to provide security-bailiff duties to the Justice of the Peace Court and assist the Constables office with law enforcement and civil process duties.

This is accomplished by ensuring the safety of the judges, attorneys and all parties present in the court room for hearings, trials and docket calls and making arrest(s) when required. Constables are also responsible for providing law enforcement support for all agencies within the county as well civil process service and execution of court orders.

Therefore, duties may include patrolling the precinct, civil process-serving subpoenas and court documents, assisting with execution of court orders and writs, traffic enforcement, and assisting agencies and responding to law enforcement emergencies.

ESSENTIAL JOB FUNCTIONS:
  • Provides court security-bailiff duties by observing people in the court room.
  • Conduct arrests of individuals who have outstanding arrest warrants.
  • Presides over the jury and ensures they are properly seated in the court room.
  • Coordinates with detention center if an arrest is made in courtroom.
  • Support-assist all law enforcement agencies within the county.
  • Civil process-serving subpoenas and court documents.
  • Assist in execution of writs and court orders.
  • Traffic enforcement.
  • Patrolling precinct.
  • Performs other duties as assigned.
SUPERVISORY/BUDGET RESPONSIBILITIES:

This position has no supervisory or budget responsibilities.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of applicable state rules, laws, County policies and procedures.
  • Skills in explaining court procedures and policies in a clear, concise and comprehensive manner to the public.
  • Ability to evaluate situations based on training and experience and make good independent decisions based on practices, rules and procedures.
  • Ability to establish and maintain cooperative working relationships with attorneys, law enforcement agencies, jurors. co-workers and judges.
  • Ability to maintain confidentiality regarding court cases.
  • Self-disciplined, self-motivated to work alone and with others.
  • Must be punctual, especially on court dates, which are routinely two to three days per week.
  • Ability to operate standard office equipment, complete reports, make phone calls.
  • Ability to operate a law enforcement vehicle, police radio and hand radio.
  • Ability to operate body worn camera and in car camera system.
  • Ability to stand for long periods of time, walk and maneuver stairs regularly.
  • Ability to pass firearms qualification and maintain proficiency.
  • Ability to work 28 hours per week at various times Monday-Friday depending on caseload. Usually daytime hours, but occasionally evening hours as needed.
  • Ability to use desktop computers, laptop computers and map applications.
MINIMUM QUALIFICATIONS:
  • High School Diploma or equivalent.
  • Basic Peace Officer's Certification through the Texas Commission on Law Enforcement (TCOLE). Prefer Advanced or Master Certification. No longer than 180-day inactive status.
  • Civil Process class (20 hours) must be completed within one year of hire date.
  • Court Security class (8 hours) must be completed within one year of hire date.
  • Valid Texas Driver's License
WORKING CONDITIONS:

Bailiff position is in a courtroom with little exposure to environmental conditions. Exposure could be from people asserting aggression during court proceedings. Health and safety hazards are minimal. Protective equipment includes, but is not limited to, firearms, hand cuffs, pepper spray and police radio. Fine dexterity, sitting, standing, reaching, foot controls, balancing, bending, twisting and vision are constantly required. Frequent talking, walking and standing are required. Occasionally, lifting and carrying are required.

Part-time Deputy Constable field duties will require driving, walking, climbing stairs, may include running, handcuffing, restraining resisting subjects and contact with aggressive people.

CONDITIONS OF EMPLOYMENT:
  • Must successfully complete a pre-employment drug screen.
