Job summary

North Bay Regional Center provides advocacy, services, support, and care coordination to over 12,000 children and adults diagnosed with intellectual and developmental disabilities and their families in Napa, Sonoma and Solano counties. NBRC is a nonprofit private corporation that contracts with the Department of Developmental Services (DDS) to coordinate services and support for individuals with developmental disabilities.

NBRC partners with community-based organizations and agencies to empower individuals served to thrive and live as independently as possible within the geographically, culturally, and ethnically diverse communities we serve.

Note: Bilingual Spanish/English skills are preferred.

Definition

The Psychologist position will participate as part of an interdisciplinary team for clinical consultations with NBRC Service Coordinators. This position will determine eligibility and conduct psychological tests, providing consultation to staff members regarding psychological issues. This position will read, interpret and follow Lanterman eligibility regulations.

Nature Of Work
  • Determine eligibility for individuals suspected of having an intellectual and/or developmental disability;
  • Participate as part of an interdisciplinary team for clinical consultations with NBRC Service Coordinators;
  • Assist in reviewing and coding the CDER for psychiatric and medical diagnoses;
  • Assist NBRC Service Coordinators with forensic issues, such as writing and reviewing court reports including sections of the 1370, diversion and 6500 reports;
  • Assist with the appeals process in regards to eligibility disputes;
  • Direct special projects;
  • Provide community education and development of enhanced clinical resources;
  • Supervise interns, if needed.
Examples Of Work

Evaluate existing psychological evaluations to determine eligibility for regional center services. May provide direct psychometric testing and psychological evaluation of individuals. Recommend psychological theory, diagnostic procedures and treatment modalities to NBRC staff members and non-psychologist vendors. On a case-by-case basis, perform court-ordered evaluations and may respond to after-hours emergencies.

May provide consultation to Service Coordinators and other clinical staff members on the psychological aspects of intellectual and developmental disabilities; may participate in the interdisciplinary team applicant evaluation and planning process; may provide consultation to staff members, and to individuals served and their families concerning the individual’s psychological status, progress and needs; may lead and/or participate in in-service training and community education programs to meet educational needs regarding the psychological aspects of intellectual and developmental disabilities; consult, monitor and may review programs at behaviorally-oriented facilities upon request. Performs other duties as assigned.

Requirements

MINIMUM EDUCATION AND EXPERIENCE.

  • Ph.D. or Doctorate in Psychology, with 2 years’ experience in testing/diagnostic evaluation of people with intellectual and/or developmental disabilities, physical handicaps or emotional disorders.

  • Ph.D. or Doctorate in Psychology, with 3 years case management or clinical experience at North Bay Regional Center.

Preference will be given to psychologists licensed through the Board of Medical Examiners.

Minimum experience and qualifications may be waived depending on the agency’s need for specialized skills (such as language abilities).

Knowledge And Abilities

Knowledge Of

  • Clinical psychology, mental hygiene and personality development;
  • Administration and interpretation of diagnostic psychological tests;
  • Research design, statistics, and measurement theory;
  • Ability to plan a psychological testing program;
  • Ability to establish and maintain effective working relationships with others;
  • Child development, learning theory, psychopathology and behavior modification.
Special Requirements
  • Ability to provide personal automobile transportation, or access to another form of reliable transportation, during and after working hours.
  • Ability to regularly travel to all NBRC offices within catchment area to provide employee training and support to individuals served, as needed.
  • Must be able to occasionally travel to attend meetings outside of catchment area, including occasional overnight travel to attend statewide meetings, to participate in dental clinic observations, and to develop new resources.
  • If operating own vehicle, must provide minimum automobile liability insurance as required by California Law.
  • Flexibility in work hours is required to meet the needs of the regional center constituency.
  • This position will be primarily based in the office; however, a hybrid work arrangement may also be available.
  • Fluency in a language in addition to English is desirable and may be required.
Essential Functions
  • Determine individual’s eligibility for Regional Center services
  • Conduct psychological tests
  • Provide consultation to NBRC staff members regarding individuals served psychological issues
  • Write concise, accurate and objective Interdisciplinary Notes regarding the current status of the evaluated individual and related clinical activities on a monthly basis
  • Attend all meetings with punctuality.
  • Maintain current workload with accurate and complete documentation.
  • Interact tactfully and effectively with those contacted in the course of work.
  • Read, interpret and follow complex policies, procedures, laws, and regulations.
  • Communicate effectively in person, on the telephone and in writing.
  • Respond within 2 business days to emails, voicemails, texts, and other established communication vehicles.
  • Organize, prioritize and coordinate work activities.
  • Perform work under stressful conditions, as required.
  • Use initiative and sound, independent judgment within established guidelines.
  • Make decisions with a minimum of direction.
  • Analyze and find effective solutions to problems.
  • Notify supervisor of schedule changes, i.e., use of accrued time-off benefits.
  • Adhere to a reliable work schedule, i.e., punctuality in reporting to work and in using consistent sign-out methods.
  • Accurate and timely recording on time sheet and mileage forms.
  • Represent the agency's philosophy, policies, and standards in a professional manner in the community and in the office.
  • Maintain a high level of personal and professional conduct.
  • Other duties as assigned.
Remote, Hybrid, and Home-Based Work Expectations

All employment at NBRC requires face-to-face, in-person interactions with NBRC clients, family members, community, and co-workers. Candidates for employment must live within commute distance to their preferred NBRC office, as well as the geographical location of their assigned clients. While 100% remote work is not available to NBRC employees, a hybrid work arrangement with a blend of in-office and home-based work may be available for new employees after successfully demonstrating achievement of performance expectations following at least 3 months of in-office work.
