Job summary

Collins Aerospace in Windsor Locks, CT, is seeking an experienced Proposal Manager to lead end-to-end contracting activities for the F135 and OME programs in a hybrid work environment. This role requires strong project management and collaboration across engineering, operations, and contracts.

You will coordinate inputs from multiple functions, review pricing and compliance, and guide proposals from kickoff through contract award in a fast-paced setting.

Qualifications

  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience.
  • U.S. Person – Military contract stipulates the candidates must be U.S. Persons.

Responsibilities

  • Manage end-to-end proposal development for F135 and OME programs, ensuring on-time delivery and compliance with customer requirements.
  • Lead cross-functional proposals, coordinating inputs from engineering, operations, supply chain, finance, and contracts.
  • Develop proposal schedules, deliverables, and compliance matrices to track progress and mitigate risks.
  • Prepare and review proposal documentation to ensure accuracy, consistency, and adherence to pricing, technical, and contractual requirements.
  • Serve as primary interface with Contracts and Program teams during proposal development and negotiations.
  • Support contract negotiations with customers, ensuring alignment with business objectives and risk management guidelines.
  • Maintain compliance with company policies, government regulations, and customer requirements throughout the proposal and contracting process.
  • Drive continuous improvement in proposal processes and tools to enhance efficiency and effectiveness.

As a Proposal Manager, you will be responsible for leading and executing contracting activities that ensure accurate, compliant, and timely proposal submissions for the F135 and OME programs. You will serve as a trusted partner to internal stakeholders and customers, guiding proposals from kickoff through negotiations and contract award. This role requires strong project management skills, attention to detail, and the ability to work in a fast-paced, deadline-driven environment. This position works a hybrid schedule at our Windsor Locks, CT facility.



What You Will Do


  • Manage end-to-end proposal development for F135 and OME programs, ensuring on-time delivery and compliance with customer requirements.

Qualifications We Prefer


  • Experience in program management, contracts, or proposal management in the aerospace & defense industry.

  • Understanding of U.S. Government contracting processes, FAR/DFARS requirements, and defense acquisition lifecycle.

  • Ability to manage multiple complex proposals simultaneously under tight deadlines.

  • Analytical experience with attention to detail in pricing, compliance, and documentation.

  • Experience supporting large defense engine programs (F135 or similar).

  • Knowledge of Earned Value Management (EVM) principles.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
