Position Summary

The Proposal Manager will partner with the Federal team and will own the end-to-end proposal development process for assigned opportunities. This role functions as a program manager for each proposal: building and driving a detailed schedule (POA&M), coordinating all internal contributors including Legal and Finance, ensuring review windows are met, and delivering a compliant, competitive, and complete submission on time. The Proposal Manager is accountable for the quality and timeliness of Hadrian's proposal products and for maintaining the knowledge infrastructure that supports proposal development across the department.

Proposal Planning & Execution
  • Own and manage the POA&M for each assigned proposal from RFP/RFQ release through submission: develop the schedule, assign section owners, drive color team reviews, and manage to on-time delivery.
  • Coordinate all proposal contributors across pricing, technical, past performance, and management volumes, ensuring each section is assigned, tracked, and completed to standard.
  • Manage Legal review windows in accordance with the department interface agreement: provide advance notice of upcoming proposals, share draft materials on the agreed timeline, and track Legal inputs through resolution.
  • Coordinate with Finance to ensure cost and pricing inputs are available, reviewed, and incorporated on schedule; provide Finance with sufficient lead time to review cost volumes prior to submission.
  • Ensure proposal consistency, completeness, and compliance with all RFP/RFQ instructions and evaluation criteria.
  • Conduct post-submission debrief reviews; capture lessons learned and update templates and the knowledge base accordingly.
Pipeline & AE Support
  • Work closely with Account Executives to track the opportunity pipeline and anticipate upcoming proposal requirements.
  • Participate in go/no-go reviews and support the Director in bid strategy decisions.
  • Provide the Director and AE team with regular proposal status updates and a forecast of upcoming Legal and Finance review needs.
Knowledge Management
  • Maintain and continuously improve Hadrian's proposal knowledge base: standard templates, boilerplate narratives, past performance writeups, and company reference data (CAGE code, registrations, certifications, NAICS codes, etc.).
  • Ensure the Cost/Pricing Analyst AI Agent (where active) is properly integrated into the proposal workflow and that pricing inputs are accurately incorporated.
  • Maintain a library of submitted proposals and evaluation feedback for institutional use.
Qualifications & Background
  • 2-5 Years of Experience
  • Demonstrated experience managing federal proposal development, including schedule management, volume coordination, and compliance review.
  • Familiarity with FAR Part 15 source selection and evaluation frameworks (LPTA, Best Value, SSEB processes).
  • Working knowledge of Shipley or equivalent proposal process methodology; Shipley training strongly preferred.
  • Experience coordinating proposal reviews with Legal and Finance stakeholders.
  • Strong project management and writing/editing skills; comfort holding contributors accountable to schedule.
  • APMP Foundation or Practitioner certification preferred.
Compensation

For this role, the target salary range is $125,000 - $140,000 (actual range may vary based on experience). This is the lowest to highest salary we reasonably and in good faith believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the posted range, and the range may be modified in the future. An employee’s pay position within the salary range will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, geographic location, performance, and business or organizational needs.
