Job summary

The North Dakota Office of State Tax Commissioner’s Property Tax Division in Bismarck seeks an experienced Property Tax Specialist. The role focuses on audits, appraisals and assessments of real estate and commercial properties, with emphasis on accuracy and customer service.

The position requires an associate's degree with related experience or three years in property appraisal, plus ND or IAAO certification.

  • Associate degree plus one year in property appraisal or related field, or three years in related work.
  • IAAO designation or ND certification with two years in property appraisal or related work.

Responsibilities

  • Provide appraisal and assessment assistance to officials and the State Board of Equalization.
  • Assist county auditor officials and taxpayers by phone and in person.
  • Prepare for and teach appraisal seminars and webinars.
  • Prepare real estate appraisal reports on complex commercial properties.
  • Administer the statewide sales ratio study.

The Property Tax Division in Bismarck is seeking an experienced and reliable Property Tax Specialist. The ideal candidate is self-motivated, well-organized, professional, and capable of managing a diverse workload and prioritizing tasks. The ideal candidate would have a strong background in using Excel spreadsheets and have a keen mathematical aptitude.

Hiring Range

The hiring salary for this position: $5,300 to $6,200 per month plus fully paid family health insurance and a defined benefit retirement plan.

Summary of Work

Individual responsibilities include: conducting audits, certifying and preparing appraisals and assessments on real estate and commercial properties; providing training, education and assistance on the appraisal and assessment process to taxpayers, assessment officials, appraisers and the State Board of Equalization; provide assistance to county auditor officials. Preparation and audit of the statewide sales ratio study conducted by the Property Tax Division. Duties and Tasks include but are not limited to:

  • Provide appraisal and assessment assistance to assessment officials and the State Board of Equalization
  • Provide assistance to county auditor officials
  • Provide taxpayer assistance on various property tax matters by phone and in person
  • Prepare for and teach appraisal seminars and webinars
  • Prepare real estate appraisal reports on complex commercial properties
  • Administer the statewide sales ratio study
Minimum Qualifications
  • Associate's degree in a business-related field and one year of work experience in property appraisal or assessment, title or abstract work, or accounting or finance work; OR
  • Three years of work experience in property appraisal or assessment, title or abstract work, local or state government, or accounting or finance work; OR
  • IAAO designation, ND certified assessor, or comparable out of state transfer certification with two years of experience in property appraisal or assessment, title or abstract work, or accounting or finance work.
