Eden Housing in Hayward, CA is seeking a Management-level professional to lead Senior Community Managers and Community Managers, focusing on operations, budgeting, and regulatory compliance across a portfolio. The role requires oversight of staffing, budget adherence, and property performance, with travel to sites as needed.
The position emphasizes leadership, training, and coordination with Central Office, lenders, and regulatory bodies to ensure high standards across properties.
Assists in the development and monitoring of company policies and procedures related to property management; responsible for recruitment, training, development, and supervision of Senior Community Managers (SCM) and Community Managers (CM) and primarily responsible for ensuring the physical asset and positive performance of the assigned portfolio. Assists senior management and other supervisors with special projects and other related work.
Manages Senior/Community Managers who supervise property staff. Is responsible for the overall direction, coordination, and evaluation of the staff within their portfolio. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Conducts investigations, where applicable, under the direction of HR.

Knowledge of apartment property management normally acquired by four years of college OR comparable work experience.
Minimum of three years’ experience overseeing multiple Community Manager’s/Teams, managing properties in affordable housing developments, including but not limited to Department of Housing and Urban Development (HUD), Low Income Housing Tax Credits (LIHTC), Tax-Exempt Bonds, Rental Housing Construction Program (RHCP), California Housing Rehabilitation Program (CHRP), California Housing Finance Agency (CHFA), and Assisted Housing Program (AHP) properties.
Experience in generating property budgets. Working knowledge of applicable local and federal housing laws including Fair Housing and Landlord and Tenant laws required.
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, government regulations, loan documents, financial reports, regulatory agreements, and other legal documents. Ability to respond to inquiries or complaints from residents, regulatory agencies, or members of the business community. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information to top management, public groups, and officials, and/or boards of directors.
Ability to calculate figures and amounts such as discounts, interest, proportions, percentages. Ability to analyze financial reports, income statements and perform cost analyses.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
