This role emphasizes high-quality customer service, effective property management, and the creation of a safe, supportive, and respectful community environment. The Administrator monitors Senior Activity Center programming and participation, oversees hiring of new staff and employee performance, brings a variety of staff training, and responds to resident complaints and/or addresses resident concerns. The Administrator works closely with maintenance, resident services, and security teams to ensure the property remains welcoming, well-maintained, and fully compliant with all applicable housing regulations.

Typical Duties And Responsibilities

Staff Supervision


  • Supervise the Assistant Administrator, Department Heads, and Finance, Occupancy, and Resident Service Coordinator staff.

  • Provide training, coaching, performance evaluations, and recommendations for staffing and compensation.

  • Monitor employee performance, address disciplinary matters, and foster a collaborative work environment.

  • Oversee maintenance staff and coordinate vendors for repairs, renovations, and preventative maintenance.


Personnel


  • Maintain employee personnel files and process employment verifications, WFM input, payroll, and new hire onboarding.

  • Partner with Human Resources throughout the hiring process, including interviews, candidate selection, and background screenings.

  • Complete OSHA reporting, incident documentation, and workers' compensation claims as needed.


Community Relations


  • Build relationships with community organizations and external partners to support resident needs.

  • Serve as a liaison between residents and RHF leadership, addressing concerns and promoting resident engagement.

  • Work with the Resident Service Coordinator to ensure residents have access to supportive services.


Property Management


  • Oversee property inspections, curb appeal, maintenance operations, and pre-NSPIRE inspections.

  • Review incident reports, resident complaints, and reasonable accommodation requests through resolution.

  • Participate in fire drills and ensure the property meets safety and housing standards.

  • Manage property budgets and approve purchase orders, invoices, and operational expenses.


Property Program Compliance


  • Ensure compliance with HUD, LIHTC, City of Los Angeles, and other affordable housing program requirements.

  • Prepare for MOR, REAC/NSPIRE, Tax Credit, and other regulatory audits and inspections.

  • Oversee certifications, EIV reporting, regulatory documentation, and required compliance reporting.

  • Train and support Occupancy staff to maintain accurate and audit-ready records.


Safety and Security


  • Maintain OSHA documentation and ensure required safety meetings are conducted.

  • Partner with the Chief Engineer, security vendors, Downtown BID, and LAPD to promote property safety.

  • Coordinate onsite filming approvals as needed.


Financial and Reporting


  • Prepare quarterly Board Reports and review invoices, coding, and purchase orders.

  • Conduct monthly department meetings and provide ongoing staff training.

  • Perform other duties as assigned.


Qualifications

EDUCATION AND EXPERIENCE


  • High school diploma or equivalent required; experience in property management, business administration, or a related field preferred.

  • 3+ years of experience in property management, preferably in senior living, affordable housing, or multifamily housing environments.

  • Experience with LIHTC, HUD, Tax Credit, and other affordable housing programs preferred.

  • Experience managing budgets, financial reporting, and property operations.

  • Minimum of 3-5 years of progressive leadership or supervisory experience managing teams in a professional environment.

  • Demonstrated ability to lead, motivate, coach, and develop employees to achieve individual and organizational goals.

  • Strong experience with employee performance management, including goal setting, performance evaluations, corrective action, and recognition programs.

  • Proven ability to effectively manage employee relations issues while maintaining confidentiality and professionalism.


Skills And Abilities


  • Strong leadership and organizational skills, with the ability to manage a team and work with diverse groups of residents.

  • Excellent communication skills, both written and verbal, with the ability to interact with residents, families, staff, and external partners.

  • Proficient in property management software (e.g., Yardi, RealPage) and Microsoft Office Suite (Word, Excel, Outlook).

  • Strong problem-solving skills, with the ability to manage complex situations and make decisions that align with company policies and resident needs.

  • Ability to work independently and prioritize tasks in a fast-paced environment.


Other Requirements


  • Ability to work flexible hours, including weekends and evenings, as needed.

  • Must pass all pre-employment screening requirements, including reference verification.


Physical Demands and Work Environment


  • Work is primarily in an office setting but may require property tours and physical inspections of units and common areas.

  • Must be able to sit, stand, walk, and perform tasks requiring manual dexterity and visual acuity.

  • Must be able to lift up to 25 and occasionally perform physical tasks related to property management.

  • The work environment is typically climate-controlled but may involve exposure to various weather conditions when conducting outdoor inspections or activities.

Compensation

Actual base salary considers several factors including but not limited to geography, job-related knowledge, experience, and budget. The start of the salary range is typically associated with the minimum experience required.


This is a full-time, exempt position. The anticipated salary range for this position is $81,120–$85,280 annually ($39.00–$41.00 per hour equivalent).
