THIS POSITION IS CONTINGENT UPON BID AWARD

The Project Superintendent is responsible for overall management control and accountability for technical performance, cost, schedule, safety, and quality associated with the Arkansas Lakes contract. The Project Superintendent serves as the senior on-site representative with full authority to act on behalf of the Contractor and commits the personnel, equipment, materials, subcontractors, and other resources necessary to perform task-order requirements efficiently and effectively. The position oversees operations and maintenance support across Ouachita, Greeson, and DeGray Lakes, including custodial services, grounds maintenance, visitor center support, solid waste services, natural resource management, facilities maintenance and repair, and support to dams, spillways, power plants, and navigation facilities.

Responsibilities

• Direct all aspects of contract performance with the authority and autonomy necessary to execute operations in compliance with the Performance Work Statement, task orders, approved plans, schedules, and applicable standards.
• Serve as the primary on-site liaison with the Contracting Officer, Contracting Officer’s Representative (COR), Government inspectors, Lake Managers, and other Government personnel.
• Provide adequate on-site supervision, management, coordination, and work performance management across multiple geographically dispersed sites.
• Establish and maintain a defined chain of command, including a designated contractor representative authorized to act during the Project Superintendent’s absence.
• Plan and coordinate staffing and resources for custodial services, mowing and landscaping, visitor center operations, dumpster services, natural resource activities, facilities maintenance and repair, and dam, spillway, power plant, and navigation support.
• Commit and manage qualified labor, supervision, equipment, materials, supplies, subcontractors, and communication resources needed for safe, timely, cost-effective, and environmentally responsible performance.
• Establish and monitor detailed workflows, schedules, staffing plans, deadlines, assignments, and resource allocations; identify and resolve operational conflicts, risks, constraints, and delays.
• Develop, maintain, and submit required quarterly and annual maintenance plans, weekly work schedules, daily records, inspection reports, and recurring status reports.
• Monitor contract execution, labor-hour utilization, cost and schedule performance, and resource time allocation; report status, risks, and corrective actions to company leadership.
• Review and support timekeeping, purchasing, subcontract, procurement, invoice, and property-control activities associated with contract performance.
• Ensure the appropriate number of trained and fully qualified personnel are available and maintain a training program addressing Government-required and contractor-provided training.
• Supervise contract personnel and subcontractors; assign work, communicate standards, monitor performance, enforce conduct and identification requirements, and coordinate prompt replacement or reassignment when required.
• Direct implementation and enforcement of the site-specific Accident Prevention Plan, Activity Hazard Analyses, hazard controls, confined-space controls, and EM 385-1-1 requirements.
• Ensure Activity Hazard Analyses are prepared, communicated, and implemented before applicable work begins.
• Ensure implementation of the Contractor Quality Control Plan; coordinate inspections, deficiency tracking, corrective action, rework, subcontractor surveillance, and required quality-control reporting.
• Participate in pre-work conferences, coordination meetings, Government inspections, and performance meetings and remain prepared to address existing and proposed schedules, performance, deficiencies, and technical or administrative issues.
• Immediately notify the COR of accidents, injuries, property damage, unsafe conditions, service interruptions, and other reportable events; ensure timely written reports and corrective actions.
• Oversee accurate maintenance of Government and contractor records, including equipment records, training records, quality records, solid-waste reports, application logs, daily maintenance records, and Facilities and Equipment Maintenance (FEM) system entries.
• Oversee Government-furnished property, access devices, keys, computers, records, and information in accordance with contract requirements.
• Ensure personnel and subcontractors comply with pre-employment screening, E-Verify, Government access processing, CAC, antiterrorism, OPSEC, CUI, information assurance, and other applicable security requirements.
• Coordinate emergency repair requirements, obtain required Government authorization before work begins, and ensure personnel respond within contractual requirements.
• Maintain proactive working relationships with employees, subcontractors, vendors, Government representatives, company leadership, and supporting corporate departments.
• Ensure Human Resources reporting and compliance with applicable employment requirements and company policies.

Qualifications

• High school diploma or equivalent.
• Minimum two (2) years experience performing management duties.
• Successfully pass background and drug screening

Preferred Qualifications

• Associate or bachelor’s degree in construction management, facilities management, engineering technology, business, public administration, or a related field.
• Minimum five (5) years of progressive supervisory or project management experience supporting facilities operations, base operations, public works, construction, maintenance, or recreation-area services.

Knowledge, Skills and Abilities

• Experience supervising field operations, maintenance, facilities, construction, grounds, logistics, or comparable multi-site service work.
• Experience planning work, assigning personnel, coordinating subcontractors, maintaining records, and communicating with customers or Government representatives
• Strong leadership, judgment, organization, prioritization, and accountability across dispersed sites and diverse technical services.
• Ability to interpret performance statements, technical provisions, task orders, plans, schedules, specifications, drawings, manufacturer guidance, and applicable codes and standards.
• Knowledge of facilities maintenance, grounds maintenance, janitorial operations, natural resource work, waste services, and general repair practices sufficient to coordinate qualified personnel and evaluate work status.
• Ability to identify risks, unsafe conditions, quality deficiencies, resource constraints, and schedule conflicts and to initiate timely corrective action.
• Professional written and verbal communication skills, including the ability to prepare reports, brief Government representatives, conduct meetings, and provide clear direction to employees and subcontractors.
• Ability to maintain accurate records and protect sensitive, Government, company, and personnel information.
• Ability to work independently, make time-sensitive operational decisions within delegated authority, and elevate contractual matters appropriately.
• Ability to use computers, email, spreadsheets, maintenance management systems, and electronic reporting tools; ability to obtain and maintain required Government systems access and a Common Access Card when duties require it.
• Valid driver’s license and ability to travel between geographically dispersed project locations.
• Commitment to public safety, customer service, environmental stewardship, quality workmanship, and uninterrupted contract performance.
• Experience managing work under a U.S. Army Corps of Engineers or other federal Government contract Preferred
• Knowledge and familiarity with USACE EM 385-1-1, Contractor Quality Control requirements, Accident Prevention Plans, Activity Hazard Analyses, and Government inspection processes Preferred
• Experience with Facilities and Equipment Maintenance (FEM), computerized maintenance management systems, task-order management, and multi-site scheduling. Preferred
• Relevant professional training or certification in project management, facilities management, safety, quality, or construction supervision. Preferred
