Job summary

Role Purpose

Lead the integrated Quality and Commissioning (QCx) function for a major data centre project, with accountability for defining, implementing and overseeing the quality and commissioning strategy throughout the EPC lifecycle and commissioning Levels 1-5. The role establishes the project QCx organisation, governance, plans, resources, schedules, controls and performance reporting, ensuring construction quality, system completion, commissioning and handover are aligned with contractual requirements, Owner/Tenant expectations and project standards. The position is site-based during execution and acts as the principal QCx interface with project leadership, the client and key stakeholders.

Key Responsibilities
  • Define and govern the integrated project Quality and Commissioning strategy, organization, execution framework and Owner/Tenant requirements.
  • Lead the Project Quality Lead and Project Commissioning Lead, ensuring adequate resources, competencies, independence and coordinated execution.
  • Integrate quality, systems completion and Levels 1-5 commissioning activities into project planning, procurement, construction and turnover.
  • Approve and oversee QCx plans, procedures, documentation, readiness gates, audits, KPIs, risk controls and corrective actions.
  • Provide project leadership with objective performance, risk and handover-readiness reporting.
  • Translate contractual, technical, regulatory, Owner/Tenant and quality-management requirements into the Project Quality Plan, Project Commissioning Plan and supporting execution controls.
  • Develop the QCx organization chart, responsibility matrix, staffing plan, competency requirements, mobilization sequence and budget inputs with project leadership.
  • Define the project systemisation, completion and turnover philosophy, including system boundaries, Levels 1-5 governance, acceptance criteria and handover strategy.
  • Ensure QCx deliverables, inspections, testing, vendor activities and readiness milestones are integrated into the project master schedule with appropriate logic and resources.
  • Provide proposal, constructability, commissionability, procurement and execution input from early project phases through final acceptance.
  • Establish governance for ITPs, inspections, test packs, nonconformities, punch lists, commissioning issues, turnover dossiers and controlled documented information.
  • Chair integrated QCx governance and milestone-readiness reviews; ensure systems do not advance without satisfied prerequisites or formally accepted residual risk.
  • Coordinate Engineering, Procurement, Supplier Quality, Construction, HSE, Planning, Document Control, Commercial and Operations interfaces affecting quality or commissioning.
  • Serve as the senior project interface with the Owner/Tenant, Commissioning Authority, designers, subcontractors, vendors, testing agencies and third parties on QCx matters.
  • Approve risk-based audit, surveillance and readiness-review programs and ensure findings, NCRs and corrective actions are effectively closed.
  • Define and monitor quality and commissioning KPIs, analyze trends, escalate systemic issues and sponsor recovery or improvement plans.
  • Ensure lessons learned, recurring-defect prevention, training and best practices are captured and applied across the project.
  • Confirm that construction-quality evidence supports commissioning prerequisites and that commissioning evidence supports safe, complete and traceable final handover.
  • Mentor QCx personnel and maintain a collaborative, inclusive and accountable working environment across the project team.
Professional Experience & Education
  • Bachelor's or Master's degree in Mechanical, Electrical, Chemical or related Engineering discipline; extensive directly relevant professional experience and additional technical qualifications may be accepted in lieu of the stated degree requirement.
  • Minimum 10+ years of Quality and Commissioning management experience on complex EPC or design-build projects, including leadership of multidisciplinary teams.
  • Required data center experience covering mission-critical mechanical, electrical and controls systems, construction quality, system completion and integrated systems testing.
  • Demonstrated responsibility for project-level QCx strategy, staffing, budgets, schedules, risk, client interfaces and final handover.
  • Experience in international or multi-company project environments and management of subcontractor/vendor performance is preferred.
Specific Skills & Knowledge
  • Advanced understanding of ISO 9001-based quality management, construction quality controls, commissioning Levels 1-5, systems completion and handover.
  • Ability to define integrated QCx strategies, execution approaches, resource plans, schedules, KPIs and governance frameworks.
  • Strong knowledge of audit, NCR/CAPA, root-cause analysis, readiness-gate and risk-management practices.
  • Ability to interpret contracts, technical requirements, specifications, system architectures and acceptance criteria across disciplines.
  • Excellent leadership, negotiation, technical writing, executive reporting and stakeholder-management skills.
  • Working knowledge of digital quality, completions and document-control platforms.
