King County's EMS Division is seeking a Program/Project Manager III to lead the Equity Community Health Outreach (ECHO) program, guiding planning, partnerships, and performance measurement. This role will manage cross-agency collaboration with fire departments, hospitals, and community groups, while ensuring equity and language access are embedded in program delivery.
The position supports an equity-driven, data-informed approach, reporting to the Equity Pod Supervisor.
As the program lead the Project/Program Manager (PPM) III will provide expert level oversight for Emergency Community Health Outreach (ECHO) Program. This role is responsible for driving project/program planning and analysis, policy research, systems development, technology implementation, and strategic program growth. The ECHO Program empowers communities to actively engage with EMS agencies by providing training and education around pre-emergency hospital care to trusted community organizations and providing translated materials of key EMS resources. The program works with emergency response organizations and community partners such as St. Vincent de Paul Centro Rendu, the Chinese Information and Service Center, and the Somali Health Board to ensure EMS provides the best possible care to all King County residents, regardless of race, ethnicity, age, socio-economic status, culture, gender, or spoken language. ECHO was founded with support from the University of Washington's School of Public Health.
Primary responsibilities of the position include project/program planning, development, and monitoring of goals, objectives, and work plans, program operations, resource coordination, program analysis and evaluation, collaboration with multidisciplinary teams, and assessment of program performance measurements, all within the context of racial and social equity and centering historically marginalized communities. This position will be a high-profile liaison for collaboration and networking with fire departments, healthcare facilities, dispatch centers, community-based organizations, and University of Washington research teams. Additional responsibilities include program development and monitoring, budget development and monitoring, and program specific contract negotiation, management, and monitoring.
The PPM III will specifically be responsible for program leadership, equity strategy, community partnerships, contract and grant management, data evaluation, fire-department coordination, and public communication to ensure EMS services are equitable, culturally responsive, and accessible to King County’s diverse communities.
This position will report to the Equity Pod Supervisor and is expected to work on site three days out of the 40-hour work week, with the ability to travel throughout the region as needed. This role is expected to work independently while maintaining appropriate communication with the Equity Pod Supervisor regarding priorities, deadlines, and program status.
The Equity Pod strengthens how the EMS Division advances equity, racial justice, and social justice across the entire EMS system. This structure combines several important programs under one coordinated umbrella, helping the Division better serve the people of King County with fairness, respect, and cultural understanding. This includes strengthening and expanding the EMS Community Health Outreach (ECHO) program; embedding equity and racial justice into EMS policies, training, and daily operations; and supporting DEI and mental wellness efforts with fire and EMS partners. The Equity Pod demonstrates the EMS Division’s commitment to building an inclusive EMS system where everyone—no matter their language, background, or neighborhood—has access to compassionate, culturally responsive emergency medical care.
The EMS Division provides core regional services essential to delivering the highest quality out-of-hospital emergency medical care across King County. The division partners with 23 first responding EMS agencies staffed by more than 4,500 EMTs and paramedics who respond to over 255,000 EMS patient care incidents annually. Additional partners include regional dispatch centers, hospitals, mobile integrated healthcare programs, private ambulance providers, and community organizations serving more than 2.3 million residents across King County.
Note: This recruitment will be used to create an eligibility pool to fill additional Career Service, Term-Limited Temporary (TLT), or Special Duty Assignment (SDA) vacancies that may occur over the next six months.
