Pennoni is hiring a Civil Project Engineer – Municipal Infrastructure (Roadway/Drainage/Utilities) to contribute to our municipal infrastructure projects on a full-time basis at our Clearwater, FL office.

Responsibilities include designing using AutoCAD Civil 3D, performing hydrologic/hydraulic analyses, preparing reports and permit applications, and coordinating with agencies such as SWFWMD, FDEP, and FDOT.

Qualifications

  • Bachelor’s degree in Civil Engineering is required.
  • 4+ years of professional civil engineering experience, preferably in municipal roadway, drainage/stormwater, and utility design.
  • Proficiency with AutoCAD Civil 3D and preparation of construction plans and design deliverables.

Responsibilities

  • Work on municipal infrastructure projects including roadway rehabilitation, drainage and utilities improvements.
  • Prepare civil design plans using AutoCAD Civil 3D (roadway geometry, grading, plan/profile sheets, drainage, utility relocations).
  • Perform hydrologic and hydraulic analyses and stormwater design.
  • Prepare engineering reports, memos, calculations, cost opinions, and permit applications.
  • Coordinate with municipalities and agencies (SWFWMD, FDEP, FDOT) as appropriate.
  • Coordinate disciplines through design and construction.
  • Support construction-phase services (bids, submittals, RFIs, site observations).
  • Participate in client, agency, and public meetings; mentor junior staff.

Job description

Pennoni is hiring! In particular, we are looking for a Civil Project Engineer – Municipal Infrastructure (Roadway/Drainage/Utilities) to contribute to our municipal infrastructure projects on a full-time, direct basis at our office in Clearwater, FL.

Primary Responsibilities:
  • Work on a variety of municipal infrastructure projects, including roadway rehabilitation/reconstruction, drainage and stormwater improvements, water/wastewater utilities, multimodal improvements, and capital improvement projects.
  • Prepare civil engineering design plans using AutoCAD Civil 3D, including roadway geometry, grading, plan/profile sheets, drainage systems, and utility improvements/relocations.
  • Perform hydrologic and hydraulic analyses and stormwater management design, including storm sewer systems, culverts, conveyance systems, ponds/storage, floodplain considerations, and drainage reports.
  • Prepare engineering reports, technical memoranda, calculations, specifications, opinions of probable construction cost, and permit applications.
  • Work on project design and permitting, including coordination with municipalities and applicable agencies such as SWFWMD, FDEP, and FDOT, as appropriate.
  • Coordinate roadway, drainage, utility, survey, geotechnical, environmental, traffic, and other disciplines through design and construction.
  • Support construction-phase services, including bid assistance, submittal review, RFIs, field observations/inspection, and resolution of design issues.
  • Participate in client, agency, and public meetings and progressively assume project management and client coordination responsibilities; provide mentorship to less-experienced staff, as appropriate.
Basic Requirements:
  • Bachelor’s degree in Civil Engineering.
  • 4+ years of professional civil engineering experience, preferably involving municipal roadway, drainage/stormwater, and utility design.
  • Demonstrated proficiency with AutoCAD Civil 3D and preparation of construction plans and design deliverables for civil infrastructure projects.
Preferred Qualifications:
  • Florida PE license or FE/EIT certification with demonstrated progression toward professional licensure.
  • Experience with municipal roadway design, rehabilitation/reconstruction, grading, sidewalks/shared-use paths, curb and gutter, and related multimodal improvements.
  • Experience with stormwater/drainage design and hydrologic and hydraulic modeling; experience with StormWise/ICPR4 is preferred.
  • Experience with water and wastewater utility design/relocation and utility coordination.
  • Experience with Florida permitting and agency coordination, including SWFWMD, FDEP, FDOT, and local governments.
  • Project management experience or demonstrated ability to progress into project management, including scopes, budgets, schedules, and multidisciplinary coordination.
  • Construction administration and/or inspection experience.
  • Working knowledge of GIS and other civil engineering analytical/design tools is a plus.
  • Proficiency with standard Microsoft Office applications, especially Word, Excel, and Outlook.
  • Excellent organizational, interpersonal, verbal and written communication skills; strong technical writing and ability to work effectively in a team environment with minimal supervision.
