Overview

Our client is growing their transportation advisory practice, and the risk and program controls work across our transportation portfolio. The right candidate is a credentialed PMP who is disciplined, brings gravitas to regulated environments, and wants to do meaningful work in a growing firm.

The Project Manager – Transportation, Risk & Program Controls ensures scope, schedule, budget, risk, and quality meet COMPANY requirements, and are communicated to clients and partner firms.

This role is suited for a Project Management Professional (PMP) with deep risk management expertise in highly complex transit and D.O.T. regulated environments. The successful candidate is comfortable operating inside a Program Management Consultant (PMC) framework, partnering with engineering and design firms, and reporting to transit-agency leadership.

Key Responsibilities
  • Risk Management: Establish and maintain the program risk register. Lead risk identification and assessment workshops with internal teams and partner firms. Develop, monitor, and report mitigation strategies. Track risk-cost impacts and integrate risk reporting into program-level governance.
  • Project Management: Plan, execute, monitor, and close projects, as well as manage the budget, scope, schedule, risks, and stakeholders. Communicate with the client and the internal teams, and report on the project status and progress.
Responsibilities
  • Serve as the interface for COMPANY with clients, ensuring superior service, delivery excellence, and deliverable quality in support of all project requirements.
  • Oversee client delivery services, including understanding client requirements, maintaining client relations, and managing delivery quality and performance.
  • Manage financial and other business metrics necessary to effectively execute the contract, such as cost controls, monthly reporting, and subcontractor management.
  • Manage critical business tasks, including maintaining and reporting cost controls, project controls, and plans.
  • Identify opportunities for organic growth on the contract.
  • Develop and maintain program-level risk registers - identify, assess, and document key risks across transit programs in a centralized risk register, supporting proactive management and oversight.
  • Facilitate and conduct risk workshops with transit project stakeholders to collaboratively identify risks, assign responsibilities, and develop mitigation strategies.
  • Work with transit project teams to implement tailored mitigation actions, continuously monitor risk status, and adjust plans as necessary to reduce exposure.
Ideal Candidate

This role is for a Project Management Professional with demonstrable depth in risk management within highly complex transportation environments, ideally transit, light rail, BRT, or transit asset management programs.

  • Project management professional with experience leading concurrent project workstreams in a transit‑agency setting. Comfortable producing executive‑ready written reporting and presenting to senior agency stakeholders.
  • Risk management depth with proficiency in risk identification, qualitative and quantitative risk assessments, mitigation planning, maintaining a program‑level risk register, and integrating risk into governance reporting.
  • Federal Transit Administration & D.O.T. Regulatory Knowledge and depth of regulations.
  • Active listener who orients to client priorities and complex stakeholder dynamics. Communicates clearly and concisely with senior agency executives.
Minimum Requirements
  • Must live in metro Charlotte, NC or within a 2 hour or less drive.
  • 5+ years of progressive experience in transportation project management and BRT, light rail, TAM experience, etc.
  • Demonstrated experience maintaining program‑level risk registers, leading risk identification workshops, and reporting risk to senior stakeholders.
  • Bachelor's degree in engineering, transportation, business, or a related discipline.
  • PMP (Project Management Professional) certification.
