Job summary

CPH is expanding its Community Development team in Tampa and seeking a Project Manager / Site Civil Engineer with 8+ years of site/civil experience and a PE license or ability to obtain quickly. You will lead multidisciplinary projects, manage scopes, schedules, and budgets, and mentor junior engineers.

Qualifications

• Bachelor’s degree in Civil Engineering is required.
• 8+ years of site/civil engineering experience.
• PE license preferred or ability to obtain quickly.

Responsibilities

• Lead senior civil engineer on diverse site/civil projects.
• Organize workload and manage project tasks independently.
• Provide technical leadership and mentorship to junior staff.
• Act as primary client liaison and identify additional services.
• Prepare plans, reports, calculations, and specifications for quality and compliance.
• Develop scopes, schedules, budgets, and resource plans.
• Prepare permits (ERP, NPDES, SWPPP, Grading, Utilities).
• Collaborate with planning, environmental, transportation, and surveying teams.
• Identify risks and implement cost-effective mitigation.

We’re expanding our Community Development team in Tampa and looking for a Project Manager / Site Civil Engineer who’s ready to take ownership of meaningful projects and play a key role in shaping communities across Florida.

In this role, you’ll lead and work on projects that are designed by CPH’s Community Development Team with a focus on the site civil aspects of the design including site layout, grading, drainage, utilities, construction plan preparation, and permitting. These projects are for a variety of clients locally, regionally, and throughout the U.S. Projects include parks and recreation, operations and public works complexes, public safety, education and institutional projects, airport facilities, and localized and regional drainage systems. You will lead the team and projects from initial concept and due diligence through permitting and construction. This is a high-visibility position offering leadership responsibility, client interaction, and a clear path for growth.

Up to $10,000 sign-on bonus!

What You'll Do

• Serve as a lead / senior civil engineer on a variety of site/civil project types.
• Take a leadership role and perform general and specific portions of project or as part of a team with other experienced engineers.
• Work under supervision of a Program Manager, however able to organize workload and work independently on project-specific design tasks.
• Provide technical leadership and mentorship to junior engineers and design staff.
• Serve as the primary client liaison, building and maintaining strong relationships while identifying opportunities for additional services.
• Prepare and review engineering plans, technical reports, calculations, and specifications to ensure quality and compliance.
• Develop and manage project scopes, schedules, budgets, and resource allocation.
• Preparation of permits such as ERPs(Environmental Resource Permits), FDEP NPDES, SWPPP, Grading, Utilities (FDEP and FDOH), and Civil Support for local county/city site development permitting.
• Collaborate with multidisciplinary teams including planning, environmental, transportation, and surveying.
• Proactively identify risks and develop practical, cost-effective solutions to keep projects on track.
• Ensure all designs meet local, state, and federal regulations as well as CPH’s high-quality standards.

What You'll Bring

Education and Experience

• Bachelor’s degree in Civil Engineering or related field.
• 8+ years of experience in site/civil engineering.
• Proven experience managing site development projects and client relationships.
• Professional Engineer (PE) license (or ability to obtain quickly) strongly preferred.

Technical Skills

• Strong experience with site layout, grading, drainage, utilities, and stormwater design.
• Proficiency in AutoCAD Civil 3D.
• Familiarity with local permitting processes and regulatory requirements.
• Experience with project management tools (Deltek Vision, Smartsheet, or similar) is a plus.
