Lead the development, execution, and management of major water infrastructure projects, including pipelines, storage, processing, and disposal facilities. Partner with Tallgrass commercial, operations, customers, government agencies, the public, and other stakeholders to translate business objectives into actionable engineering and project execution plans from concept through design, construction, and operations.
- Manage major water infrastructure projects to meet safety, reliability, environmental, schedule, budget, quality, and business objectives.
- Develop project plans, milestones, schedules, work scopes, estimates, budgets, and execution strategies.
- Lead and coordinate internal and external project resources, including engineering, operations, environmental, planning, construction, contractors, and service providers.
- Serve as a primary point of contact and on-site representative to ensure alignment across teams and stakeholders.
- Support bidding, procurement, cost control, forecasting, and project documentation activities.
- Monitor project progress, perform quality control, and adjust schedules, budgets, and targets as project requirements or funding change.
- Manage project commitments and expenditures within the Company’s financial control system and prepare monthly cost control and cash flow reports.
- Communicate project status, proposals, risks, and recommendations to management, customers, regulators, agencies, and the public.
- Interface with operations personnel throughout concept, design, construction, commissioning, and turnover to support a smooth transition into operations.
- Provide leadership and technical direction to project teams while promoting safe, efficient, and cost-effective execution.
- Ensure project documentation and execution comply with Corporate, Federal, State, regulatory, and governing body requirements.
- Follow all Tallgrass policies, procedures, and best practices.
- Travel is required and anticipated at 10% to 15% across a broad geographic region, specifically East-Central Wyoming.
- Work non-traditional hours as needed.

Qualifications
- Bachelor’s degree in Engineering, Construction, Project Management, or equivalent from an accredited institution.
- Minimum of 8 years of relevant job experience.
Experience/Specific Knowledge
- Minimum of 6 years of experience in major project environments with direct engineering or project management experience in natural gas or hazardous liquid projects, including produced water, pipelines, transmission, metering, pump stations, storage, gathering, processing, and disposal.
- Full range of project management skills, including project scoping, estimating, work breakdown structures, cost and schedule control, design and construction management, team building, resource planning, procurement, and permitting.
- Basic understanding of midstream projects.
- Experience executing at least one major capital project with a Total Installed Cost greater than $100 million.
- Strong analytical skills and logical thought processes, including the ability to develop project concepts in partnership with Commercial teams.
- Ability to organize, prioritize, track, and manage large projects through completion while maintaining confidentiality as needed.
- General understanding of corporate policies, procedures, practices, and processes related to the Pipeline business segment, associated business units, and internal/external customers.
- Understanding of basic economic analysis as it relates to project justification.
- Working knowledge of applicable regulations and agencies, such as DOT, OSHA, and state counterparts.
- Proficiency with Microsoft Office applications, including Excel, Word, Access, PowerPoint, Project, Teams, and Outlook.
Certifications, Licenses, & Registrations
- Must possess and maintain a valid driver’s license and a driving record satisfactory to the company and its insurers.
- Strong leadership, communication, motivation, interpersonal, analytical, troubleshooting, and problem-solving skills.
- Ability to lead, manage, and direct Tallgrass and third-party personnel across varying disciplines, backgrounds, and experience levels.
- Ability to analyze financial and cost data and develop conclusions and recommendations.
- Ability to communicate effectively with company and contract employees, customers, vendors, regulators, and agency representatives.

- Registered Professional Engineer (PE).
- Training in project management software and techniques, including project scoping and estimating, work breakdown structures, cost and schedule control systems, design and construction management, team building, resource planning, procurement, and permitting.
- Knowledge of fresh and produced water pipelines and pump station operations.
