Job summary

Great Lakes Water Authority is seeking a project management professional to support the Capital Improvement Plan (CIP) through full project lifecycles from inception to close-out.

The role involves scope, schedule, and cost control for water treatment and conveyance structures, coordinating with the CIP Controls Team, and supervising junior staff across multiple disciplines. A PE license in MI and PMP are required, with 4+ years of PM experience.

Qualifications

  • Bachelor’s degree in Engineering, Construction, Business, or other related discipline from an accredited college or university.
  • Professional Engineer License in the State of Michigan.
  • Project Management Professional (PMP) Certification from a recognized accredited body.
  • The ability to obtain one of these credentials within 12 months of joining GLWA.
  • Minimum of four (4) years of project management or related experience in the field and/or job assignment.

Responsibilities

  • Manage scope, schedule and budget for project delivery and report.
  • Coordinate scope, schedule, and budget with the CIP Program Controls Team.
  • Perform assessment, design and construction tasks for water treatment, storage and structural related facility-based projects.
  • Communicate with all levels of the organization and develop internal and external contacts to meet operational needs.
  • Manage project activities of all disciplines, operations and maintenance team members.
  • Develop baseline forecasts of overall project cost and schedule and forecasts for completion.
  • Ensure adherence to CIP Program methodologies for design, construction management, controls, and documentation.
  • Coordinate with Procurement to monitor procurements.
  • Develop project plan, budget and schedule according to WBS.
  • Monitor and mitigate project risks and communicate implications to CIP Leadership.
  • Monitor and enforce quality per PMP and construction administration.
  • Monitor contractor adherence to quality plan per PMP.
  • Ensure change management procedures are followed.
  • Establish planned cash flow and monitor project performance.
  • Collaborate with operating groups to prevent scope creep.
  • Analyze variances and initiate mitigative actions for timely completion.
  • Work with contractors to meet cost controls and deliverables.
  • Provide analyses, indicators, and reports to management and stakeholders.
  • Manage one or more projects and allocate resources.
  • Present status reports to management; advise leadership.
  • Respond to project information requests.
  • Stay current with industry trends and participate in professional organizations.
  • Use PMIS to monitor and control performance.
  • Participate in strategic CIP planning and coordinate with units across the organization.
  • Mentor team members and facilitate project closeout.

Compensation $114,945.63 - $193,068.85 (Based on Experience)

Summary

Support the delivery of GLWA’s Capital Improvement Plan (CIP) through effective management of CIP projects by managing projects throughout the project’s lifecycle, from inception through close-out including scope, schedule, cost adjustment, performance assessment, quality, risk, and safety management, continuous improvement, communication and negotiation, and change management. As part of our Structural team, the selected candidate will be involved with a wide range of projects including planning, costing, design, permitting, and construction of structures for drinking water, and conveyance structures, and other structural components. Candidate shall be capable of supervising and mentoring junior staff and leading structural design of projects.

Job Responsibilities
  • Manage scope, schedule and budget for project delivery and report
  • Coordinate scope, schedule, and budget with the CIP Program Controls Team
  • Perform assessment, design and construction tasks for water treatment, storage and structural related facility-based projects.
  • Communicate both verbally and in writing with all levels of the organization, negotiate and develop solid internal and external contacts, and establish and maintain working relationships with operations staff impacted by the project, to ensure the project meets operational needs
  • Communicate with and manage the project activities of all disciplines, operations and maintenance team members
  • Participate with the project team to develop realistic baseline forecasts of the overall project cost and schedule, as well as forecasts of cost and schedule to complete
  • Ensure project team adheres to the CIP Program’s standard methodologies for design and construction management, projects controls, public outreach, permitting and regulatory management, document management, and assurances as described in the Program Management Plan (PMP)
  • Coordinate with GLWA’s Procurement Team to monitor the progress of project procurements
  • Participate with the project team in developing the project plan, establishing the project budget and schedule according to the program work breakdown structure
  • Manage the process for evaluating, tracking, and mitigating project risks and communicating cost and/or schedule implications to CIP Program Leadership Team Members
  • Manage the process for monitoring and enforcing quality as outlined in the PMP chapter on quality management
  • Manage the process for monitoring and enforcing contractor adherence to quality plan as outlined in the PMP chapter on construction administration
  • Ensure adherence to the CIP Program’s Change Management procedures
  • Work with the project team to establish planned cash flow of project expenditures
  • Monitor and manage project performance relative to planned baseline and approved changes
  • Collaborate with operating groups to develop project charters, including scope, schedule, and budget so that scope creep is avoided
  • Analyze variances and initiate mitigative actions needed to ensure timely completion of assigned projects
  • Work with contractors to ensure project cost control expectations and deliverables are Met (facilitating or participating in project workshops)
  • Provide analyses, performance indicators, and reports for the management team, board, committees, and all other stakeholders
  • Manage one or more projects and allocate resources between projects
  • Prepare and present status reports to management as needed
  • Advise leadership team members
  • Respond to requests for project information
  • Stay current with industry trends by participating in educational opportunities and professional and community organizations
  • Use the Project Management Information System to monitor and control project performance
  • Participate in strategic planning, including the annual CIP development process
  • Coordinate meetings and tasks with other units across the organization
  • Provide mentorship to other team members to develop competency
  • Facilitate the project closeout process
  • Perform related work duties as assigned
Required Education and Experience
  • Bachelor’s degree in Engineering, Construction, Business, or other related discipline of study from an accredited college or university
  • Professional Engineer License in the State of Michigan
  • Project Management Professional TM Certification from a recognized accredited body
  • The ability to obtain one of these credentials within 12 months of joining GLWA
  • Minimum of four (4) years of project management or related experience in the field and/or job assignment
  • Education requirement can be substituted with extensive experience, at the discretion of the Chief Executive Officer or designee
Preferred Education and Experience
  • Bachelors Degree (or higher education) in Civil Engineering with concentration in reinforced concrete structures, post-tensioned concrete and concrete durably studies.
  • Ten (10) years or more experience in the role of a project manager assigned to construction, industrial or infrastructure projects.
  • Experience working with GLWA or other similar municipalities on infrastructure improvement projects related to concrete rehabilitation.

  • Environmental Working Requirements: Work is performed within an office, plant environment, remote sites, or other locations.
  • Employees within this classification may be exposed to dust and electrical connections, and frequent work with computer equipment.
