Job description

JOB SUMMARY

The Project Manager is a member of the Reliability Department and reports directly to the Sr. Project Manager. This position is responsible for the development, planning, execution, and successful delivery of capital projects that support the reliability, safety, operational excellence, and long-term growth objectives of the Clear Lake Acrylic Monomers facility.

The Project Manager manages a portfolio of approximately 20 to 40 capital projects annually with an annual capital spend exceeding $10MM. Responsibilities include project development from concept through startup and closeout, coordination of engineering and construction resources, management of contractor relationships, and ensuring compliance with all safety, environmental, regulatory, and company requirements.

This role serves as a key technical and project leadership resource for the site and works closely with Operations, Maintenance, Reliability, HSE, Procurement, Engineering, and contractor organizations to ensure projects are delivered safely, on schedule, within budget, and in accordance with business objectives.

Travel requirements are less than 5%.

Essential Duties & Responsibilities:

Major responsibilities for the Project Manager include, but are not limited to, the following:

Project Development and Execution (40%)
  • Manage assigned capital projects through all stages of the project lifecycle, including concept development, scope definition, engineering, procurement, construction, commissioning, startup, and closeout.
  • Develop project scopes, budgets, schedules, execution plans, and resource requirements.
  • Ensure projects achieve established safety, quality, scope, schedule, and budget objectives.
  • Identify project risks and implement mitigation strategies.
  • Coordinate project reviews, design reviews, and stage-gate approvals.
Capital Portfolio Planning and Management (20%)
  • Develop, maintain, and prioritize the site one-year and five-year capital project portfolio.
  • Support capital planning activities and long-range asset improvement strategies.
  • Monitor capital spending forecasts and provide periodic updates to management.
  • Collaborate with stakeholders to identify and justify capital investment opportunities.
Engineering and Technical Leadership (15%)
  • Ensure the technical integrity of assigned projects and compliance with applicable codes, standards, regulations, and company specifications.
  • Review and approve engineering designs, specifications, drawings, calculations, and project deliverables.
  • Provide technical leadership and guidance for capital project activities.
  • Ensure engineering solutions support safe, reliable, and maintainable operations.
Contractor and Stakeholder Management (15%)
  • Prepare bid packages and support contractor selection activities.
  • Manage engineering contractors, construction contractors, and equipment suppliers.
  • Coordinate project activities among Operations, Maintenance, Reliability, Procurement, HSE, Engineering, and contractor resources.
  • Lead multidisciplinary project teams through influence and collaboration.
  • Monitor contractor performance, safety compliance, budget performance, and project progress.
  • Oversight of 30+ contractor personnel may be required during project execution.
Governance, Documentation and Continuous Improvement (10%)
  • Lead Management of Change (MOC) activities for assigned projects.
  • Ensure engineering documentation, equipment records, and project files are maintained and updated.
  • Maintain SAP equipment master data and Bill of Materials as required.
  • Ensure project closeout documentation is completed.
  • Conduct lessons learned reviews and implement continuous improvement opportunities.
  • Perform other duties as assigned.
Context andenvironment
  • Position located at the Clear Lake Acrylic Monomers facility.
  • Less than 5% travel required.
  • Supports site HES policies and complies with all regulatory and corporate requirements.
  • Work is performed in both office and operating plant environments.
  • May require field oversight of construction activities, contractor coordination, and support during site turnarounds and outages.
  • Supports and promotes reporting of health, safety, environmental, near-miss, injury, and incident events.
  • Understands and supports the Clear Lake Facility Acrylic Monomers HSE2Q Commitment.
HSEQ Responsibilities
  • Demonstrate visible leadership and commitment to Arkema's Health, Safety, Environmental, Security, and Quality principles.
  • Ensure capital projects are designed, installed, commissioned, and documented in compliance with all applicable regulatory and company requirements.
  • Promote safe work practices and compliance with Plant Leadership Expectations.
  • Support Process Safety Management (PSM) requirements and risk reduction efforts.
  • Participate in safety observations, audits, investigations, and continuous improvement initiatives.
  • Ensure contractors comply with all site safety requirements and expectations.
  • Lead by example in supporting the site's safety culture and life-saving rules.
MINIMUM QUALIFICATIONS AND EDUCATION REQUIRED
  • Minimum 7 years of progressive engineering, project engineering, or project management experience.
  • Demonstrated success managing multiple concurrent capital projects in manufacturing, chemical, petrochemical, refining, energy, or related process industries.
  • Demonstrated knowledge of process equipment, unit operations, and engineering disciplines.
  • Experience managing capital projects ranging from approximately $50K to $5MM+.
  • Experience managing contractor relationships and multidisciplinary project teams.
  • Familiarity with Front End Loading (FEL) or Stage-Gate project execution methodologies.
  • Ability to influence and achieve results without formal authority.
Education and Area of Focus
  • Bachelor of Science Degree in Engineering from an ABET-accredited university.
Certifications/Training

Preferred:

  • Project Management Professional (PMP) Certification.
  • OSHA Process Safety Management (PSM) training.
  • Capital Project Management training.
