Consultadd Public Services (CAPS) partners with U.S. government agencies and public organizations to deliver IT modernization, digital transformation, and infrastructure management initiatives that drive measurable impact. Our team blends deep program management expertise with Agile delivery practices to ensure every project aligns with client goals and delivers tangible public value.

Role Overview

We are seeking an experienced Project Manager to oversee multiple concurrent IT and modernization projects within CAPS’ growing public-sector portfolio. This role bridges technical execution and business outcomes—driving clarity, accountability, and results across complex multi-stakeholder environments.

Key Responsibilities

• Lead end-to-end project delivery for multiple client engagements, including cloud migrations, infrastructure modernization, and digital transformation initiatives.
• Translate complex technical requirements into structured milestones, deliverables, and success metrics.
• Develop project charters, plans, risk logs, and communication plans in alignment with PMO standards.
• Track delivery metrics such as velocity, backlog health, burn rate, and value realization.
• Facilitate Agile ceremonies (standups, sprint planning, retrospectives) and ensure collaboration across distributed teams.
• Maintain compliance with contract SLAs, PMO governance, and public-sector audit frameworks.
• Serve as the primary liaison between clients, vendors, and internal delivery teams.
• Mentor junior PMs and support continuous improvement in delivery and governance.

Required Qualifications

• 5–10 years of experience managing IT or modernization projects (public-sector or enterprise environments preferred).
• Strong knowledge of Agile and Waterfall hybrid models.
• Proven ability to manage budgets, schedules, dependencies, and multi-team coordination.
• Excellent communication, presentation, and stakeholder management skills.
• Bachelor’s degree in Information Technology, Computer Science, or related field.

Preferred Qualifications

• PMP, CSM, ITIL v4, or SAFe Practitioner certification.
• Experience with state IT governance, WIOA-related projects, or federally funded modernization programs.
• Familiarity with NIST, FedRAMP, or public-sector cybersecurity frameworks.
• Background in public data analytics or accessibility compliance.
