Job summary

Airswift is looking for a Project Manager I to support one of our major O&G clients in Sweeny, TX. This role requires leading capital projects across the full lifecycle—planning, design, execution, commissioning, startup, and closeout—while meeting technical, safety, quality, schedule, and budget objectives in a site-based industrial setting.

Qualifications

• Bachelor's Degree in Engineering.
• 10+ years PM experience in refining, petrochemical, oil & gas.
• 5+ years as PM with accountability for delivery.
• Experience in FEL development, gate reviews, and management approval processes.
• Experience in project execution, commissioning, and closeout.
• Experience in cost estimating, budgeting, forecasting, cash flow, and schedule performance.
• Knowledge of contracting strategy, contractor selection, bid evaluation, contract administration, and vendor management.
• Experience in risk management, QA/QC, stakeholder engagement, and safety-led project execution.
• Strong communication, presentation, negotiation, leadership, analytical and problem-solving skills.

Responsibilities

• Lead capital projects through planning, design, execution, commissioning, startup, and closeout.
• Maintain accountability for performance against technical specifications, safety requirements, quality standards, schedules, and budget objectives.
• Develop Front-End Loading activities, stage-gate reviews, and Project Execution Plans.
• Coordinate cross-functional input from Operations, Maintenance, Engineering, Procurement, contractors, and leadership to support effective project delivery.
• Manage contracting strategy, bid reviews, contract awards, contract administration, and change management.
• Oversee cost estimating, forecasting, cash flow planning, schedule development, and performance monitoring.
• Support risk management, mitigation planning, and claims avoidance across the project lifecycle.
• Lead engineering and construction contractors, vendor relationships, and specialty contractor activities.
• Implement quality assurance and quality control processes to support safe and efficient project execution.
• Establish project performance measures and track KPIs to maintain delivery focus.

Role Context
