Job summary

Energy Resilience Partners, LLC (ERP) seeks a Project Manager to lead the Fort Buchanan installation-level microgrid. You will own end-to-end delivery, coordinating government communications, engineering, construction, and subcontractors to maintain schedule, safety, and quality.

Based in Puerto Rico, the role requires active engagement with USACE, Fort Buchanan, and major suppliers. Previous federal or mission-critical project leadership is highly valued.

Qualifications

  • Bachelor’s degree in engineering, construction management, or related field.
  • At least 12 years of progressive construction/EPC experience, with 5+ years in federal/critical infrastructure work.
  • Experience managing projects ≥ $25M in value.
  • Familiarity with USACE CQC, RMS, CPM scheduling, submittals, change control, commissioning.
  • Willingness to work full-time in Puerto Rico and obtain Fort Buchanan access.
  • Professional English communication and US work authorization.

WORK LOCATION: ON ISLAND - full-time on-site during active construction; limited remote pre-mobilization only

DUTY LOCATION: Fort Buchanan, Guaynabo, Puerto Rico (San Juan metropolitan area)

WORK ARRANGEMENT: ON ISLAND - full-time on-site during active construction; limited remote pre-mobilization only

REPORTS TO: ERP Executive Director / Program Director, Microgrid

EMPLOYMENT: Full-time, project-based; contingent upon successful background and drug testing

REQUIREMENT BASIS: Execution-critical; required Government-facing leadership

About ERP and the Project

Energy Resilience Partners, LLC (ERP) is a tribally led SBA 8(a) federal contractor advancing energy resilience and mission assurance. ERP is deploying a project team for the Fort Buchanan installation-level microgrid in Puerto Rico. The work includes diesel generation, medium-voltage distribution, microgrid controls, protective relaying, fuel infrastructure, fiber communications, optional BESS, integration of existing renewable generation, and full system commissioning.

Position Summary

Lead the safe, compliant, on-schedule delivery of ERP's Fort Buchanan installation-level microgrid. The Project Manager is the single integrated leader for Government communication, commercial performance, engineering and construction coordination, subcontractor execution, schedule, risk, and closeout. This role is expected to live in Puerto Rico or relocate for the project and personally lead weekly Government progress meetings.

What You Will Do
  • Own project execution from mobilization through commissioning, beneficial occupancy, closeout, and warranty transition.
  • Serve as ERP's primary day-to-day interface with USACE, Fort Buchanan, LUMA, the designer/engineer of record, major suppliers, and first-tier subcontractors.
  • Integrate the Project Superintendent, Construction Manager, CQC, safety, scheduler, procurement, controls, cyber, and commissioning teams into one operating rhythm.
  • Maintain the project execution plan, responsibility matrix, decision log, risk register, change strategy, cash forecast, and executive reporting cadence.
  • Chair internal daily coordination and weekly progress reviews; attend Government schedule update, progress, commissioning, and issue-resolution meetings.
  • Protect contract scope, notice requirements, schedule rights, quality, CUI handling, cost position, and documentation needed for payment and potential changes.
  • Drive recovery actions when milestones, submittals, procurement, field production, testing, or Government decisions threaten the critical path.
Minimum Qualifications
  • Bachelor's degree in engineering, construction management, or a related field; equivalent major-project experience may be considered.
  • At least 12 years of progressive construction or EPC experience, including at least 5 years leading federal, utility, mission-critical, power-generation, or microgrid work.
  • Demonstrated responsibility for a project or portfolio of comparable technical complexity and at least $25 million in value.
  • Working command of USACE-style CQC, RMS, CPM scheduling, submittals, change control, commissioning, and EM 385-1-1/OSHA field governance.
  • Ability to work full-time in Puerto Rico, obtain Fort Buchanan access, and support outages, weekend work, or emergency response when required.
  • Professional English communication and authorization to work in the United States.
Preferred Qualifications
  • PMP, CCM, PE, DBIA, or comparable credential.
  • USACE Construction Quality Management for Contractors certification.
  • Experience with medium-voltage distribution, diesel generation, BESS, microgrid controls, protective relaying, industrial networks, and integrated commissioning.
  • Professional Spanish proficiency and prior Puerto Rico construction experience.
Field, Travel and Employment Conditions
  • When on site, work may involve tropical heat and humidity, rain, uneven terrain, stairs/ladders, construction noise, required PPE, and extended, weekend, outage, emergency, or alternate-shift hours.
  • Candidates must be authorized to work in the United States, follow drug-free workplace and conduct requirements, and protect FCI/CUI using only authorized systems and procedures.
