Job summary

Cross Resource Group seeks a Project Manager – Estimating & Financial Controls to lead capital and non-outage projects with a focus on cost estimating, financial analysis, forecasting, budgeting, contracting, and change management. The role requires coordinating cross-functional teams and delivering decision-ready visibility on cost, schedule, risk, and resources.

Candidate may be considered at Level I, II, or III based on education, experience, and certifications.

Qualifications

• Bachelor’s degree plus at least two years in project-management or professional-level experience in electric/public utility or related organization.
• Associate’s degree plus at least three years of qualifying experience.
• High school diploma plus at least five years of qualifying experience.

Responsibilities

• Develop and maintain project cost estimates, budgets, cash-flow projections, and financial forecasts from planning through execution.
• Build detailed scopes of work, schedule projections, staffing plans, procurement strategies, and resource forecasts.
• Perform cost analysis, estimate validation, value engineering, sensitivity analysis, and quantitative risk assessment to support decisions.
• Partner with estimating, engineering, construction, procurement, finance, operations, and project-controls teams to validate assumptions and cost breakdowns.
• Track commitments, actuals, accruals, forecasts, variances, contingency, and estimate-at-completion; communicate trends early.
• Manage vendor contracts, bid evaluations, purchase orders, change orders, and commercial issues with disciplined financial oversight.
• Lead project teams whose size and composition vary with scope, risk, and project complexity.
• Maintain transparent relationships with stakeholders, vendors, and subcontractors while driving accountable project execution.
• Prepare concise status reports and decision packages covering scope, cost, schedule, risk, and recovery actions.
• Support authorized business travel when required by the technical representative.

Project Manager – Estimating & Financial Controls I, II, III

A regulated electric utility is hiring a Project Manager to plan and execute capital and non-outage projects with a strong emphasis on cost estimating, financial analysis, forecasting, budget control, contracting, and change management. The position leads cross-functional project teams and gives stakeholders clear, decision-ready visibility into scope, cost, schedule, risk, and resources.

The best fit combines hands-on project delivery with credible estimating or cost-engineering depth in an electric utility, commercial power generation, nuclear, or similarly regulated industrial environment. Candidates may be considered at Level I, II, or III based on education, experience, certification, and demonstrated project complexity.

Pay Rate:

Level I: $40.75-$85.50/hour; Level II: $54.00-$96.50/hour; Level III: $58.25-$103.50/hour. Final level and rate depend on experience, certification, client approval, and alignment with the applicable level.

Qualifications

• Bachelor’s degree from an accredited college or university plus at least two years of progressively responsible project-management or professional-level experience in an electric public utility or equivalent government, public-utility, or private utility-related organization; OR
• Associate’s degree from an accredited college or university plus at least three years of qualifying experience; OR
• High school diploma or GED plus at least five years of qualifying experience.
• Demonstrated background in estimating, financial analysis, project controls, or cost engineering.
• Working knowledge of project-management principles, methodologies, and governance practices.
• Ability to interpret budgets, forecasts, cost models, financial reports, and project performance data.
• Proficiency with project-management and estimating software and the ability to manage multiple priorities.
• Strong analytical, communication, stakeholder-management, and problem-solving skills.
• Current project-management certification is required for Levels II and III.

Preferred Qualifications

• Project Management Professional (PMP) certification.
• Commercial nuclear, power-generation, electric-utility, or other highly regulated capital-project experience.
• Experience with estimate development, cost baselines, forecasting, earned-value concepts, change control, procurement, and vendor commercial management.
