Job description

Job Description

The Project Manager is responsible for the successful planning, execution, and closeout of civil construction and infrastructure projects throughout Alaska, with an emphasis on remote and logistically challenging environments.

The Project Manager provides overall leadership for project safety, quality, schedule, cost, contract administration, procurement, personnel, subcontractors, and client relationships. The position works closely with NCC's project teams, estimating, accounting, project controls, equipment, logistics, and marine operations personnel to ensure projects are safely and efficiently delivered.

NCC's Civil & Marine Division frequently operates in remote locations. As such, the Project Manager will work closely with our Marine Operations Manager to coordinate transportation, the shipment of cargo, equipment mobilization, material delivery, seasonal access, and other logistics necessary to support project execution throughout Alaska.

NCC's current marine activities are primarily focused on marine logistics and transportation rather than traditional marine construction. Marine construction experience is not required. Candidates with relevant marine construction experience may have an opportunity to help develop and expand that capability as the Division's business grows.

*This position is located in Anchorage, AK with frequent travel to various project site locations across the state as needed*

Responsibilities

Project Management and Execution:

  • Lead projects from preconstruction through closeout, maintaining accountability for safety, quality, schedule, cost, and contractual performance.
  • Develop and maintain project execution plans, schedules, budgets, forecasts, and resource requirements.
  • Review contracts, plans, specifications, proposals, and other project documents to identify requirements, risks, opportunities, and potential changes.
  • Coordinate project personnel, subcontractors, vendors, consultants, equipment, materials, and other resources required for successful execution.
  • Monitor project progress and proactively identify and resolve issues that may affect cost, schedule, quality, safety, or client satisfaction.
  • Coordinate project meetings and maintain effective communication with clients, project teams, subcontractors, vendors, and internal support departments.
  • Ensure project documentation, reporting, submittals, RFIs, change orders, pay applications, and closeout requirements are completed accurately and timely in accordance with established NCC, client, and industry standards and procedures.

Contract Management:

  • Develop project budgets and establish cost-control processes in accordance with established standard and procedures.
  • Monitor project costs, commitments, revenue, cash flow, and forecast-to-complete performance.
  • Review and approve project invoices, subcontractor pay applications, vendor invoices, and employee timekeeping as appropriate.
  • Identify, document, price, negotiate, and administer change orders and other changes to project scope.
  • Maintain awareness of project profitability and proactively communicate financial risks and opportunities to Division leadership.
  • Support contract compliance and ensure project activities are performed in accordance with contractual requirements.

Preconstruction & Business Development:

  • Support estimating, proposal development, bid reviews, project planning, and project startup activities.
  • Assist with development of project execution strategies, schedules, logistics plans, resource plans, and procurement strategies.
  • Support development of subcontractor and vendor relationships and solicitations.
  • Maintain positive relationships with existing and prospective clients and help identify future project opportunities.
  • Participate in lessons-learned activities and continuous improvement of NCC project delivery processes.

Remote Alaska Logistics & Marine Coordination:

  • Coordinate project mobilization and demobilization activities, including transportation of equipment, materials, personnel, and cargo to remote project locations.
  • Assist with logistics planning addressing marine transportation, air transportation, trucking, staging, cargo handling, seasonal access, weather, and other site-access constraints.
  • Coordinate with NCC's Marine Operations Manager and/or third-party marine transportation providers to support project requirements.
  • Assist in the coordination of loading, unloading, staging, and delivery activities to support safe and efficient project execution.
  • Identify weather, seasonal, transportation, access, and supply-chain risks and develop practical mitigation and contingency plans.
  • Monitor logistics costs and transportation schedules and incorporate logistics requirements into project budgets and schedules.

Leadership & Team Development:

  • Lead and develop project management and field personnel through clear expectations, accountability, communication, and mentorship.
  • Assign responsibilities based on project requirements and individual capabilities.
  • Coordinate with Superintendents, Foremen, Engineers, Project Coordinators, and support Divisions to maintain effective project execution.
  • Promote a culture of safety, quality, accountability, teamwork, and continuous improvement.
  • Support workforce development and, consistent with NANA's mission and company objectives, maximize opportunities for shareholder participation and development.

Other Responsibilities:

  • Travel to project sites as required to support project execution.
  • Represent NCC professionally with clients, subcontractors, vendors, regulatory agencies, and community stakeholders.
  • Perform other duties consistent with the position and Division's objectives.
