Job summary

FastTek is seeking a Senior Project Manager in Lansing, MI to support the Michigan Department of Corrections within the DTMB EPMO. The PM will lead large-scale IT initiatives in Agile and traditional environments, coordinating with state agencies and vendors to deliver on time and within budget.

Responsibilities

• Monitor, control, and communicate project progress across cost, schedule, scope, resources, quality, and risks.
• Communicate with stakeholders, sponsors, project teams, program managers, and DTMB management on status.
• Lead and foster collaboration between technical and business teams; obtain consensus and commitment.
• Manage interfaces with other agencies.
• Ensure adherence to methodologies and lifecycle phases.
• Facilitate Change Management and Change Requests with proper approvals.
• Understand benefits and impact of change requests on business cases; update artifacts accordingly.
• Review vendor contracts; manage deliverables and approval procedures.
• Coordinate stakeholder interactions to ensure deliverables are assigned, reviewed, and completed.

Job Description:

This position is for a Senior Project Manager (PM3) to assist our Project Management Office supporting Michigan Department of Corrections with high-priority projects. This role, as part of the DTMB Enterprise Portfolio Management Office (EPMO), works closely with DTMB Agency Services technical teams as well as with agency executives/stakeholders in the delivery of various projects for Michigan Department of Corrections.

The Project Manager will lead a variety of initiatives throughout the year. Projects may include, but are not limited to, technology implementations, organizational initiatives, procurement efforts, and RFP-driven projects within both Agile and traditional project delivery environments. The ideal candidate will have a strong project management background, with demonstrated success leading large-scale, complex projects within government or other public sector organizations.

Basic Duties:

• Utilize the our Project Portfolio Management Tool (Clarity) to prepare project schedules, assign resources and manage budgets.
• Prepare information for presentations geared to various audiences ranging from executives, managers and project team members.
• Accountable for monitoring, controlling, and communicating project progress by actively managing the cost, schedule, scope, resources, quality, and risks.
• Accountable and responsible for clear, timely, and accurate communications with stakeholders, particularly the project sponsors, project team members, program managers, and DTMB management, on the status of the project, using appropriate communication methods.
• Responsible for providing leadership and fostering collaborative participation between the technical and business teams by obtaining consensus and gaining commitment.
• Responsible for managing and communication of interfaces related to other agencies.
• Responsible for ensuring the project adheres to our methodologies, including appropriate and timely transitions through the stages and phases of the project lifecycle.
• Responsible for facilitating and enforcing the Change Management process (Change Requests) when the project deviates from the approved scope, schedule, or budget.
• This includes ensuring all Change Requests have appropriate approval before action is taken or information is updated.
• Responsible for understanding the project benefits and the impact of change requests to the benefits business cases. Responsible for ensuring related project artifacts are updated accordingly.
• Responsible for reviewing and understanding vendor contracts to actively manage the vendor deliverables and adherence to the vendor deliverable approval procedure.
• Facilitates interactions among stakeholders by clarifying the expectations of all participants and ensuring all deliverables are assigned, reviewed, and completed.

Required Skills & Qualifications:

• 8+ years of experience as a Project Manager.
• 8+ years of experience managing projects with budgets greater than $20 million.
• 8+ years of experience managing IT projects within a large, complex enterprise environment.
• 8+ years of experience managing vendors and/or third-party solution providers.
• Demonstrated leadership, communication, stakeholder management, and organizational skills.
• Experience leading multiple concurrent projects and driving work to successful completion with minimal supervision.
• Experience handling variety of stakeholders and system/ business owners from other departments.
• Experience managing multi-vendor environment in a government environment.
• Experience providing project management services for IT Projects involving Commercial Off the Shelf Technology (COTS).
• Oversee technical teams with system architecture and integration across SaaS solutions.

Preferred Skills & Qualifications:

• PMP (Project Management Professional) or other relevant project management certification.
• Experience using project portfolio management systems and tools (eg. Clarity).
• Previous experience working within state government, the Department of Corrections, or other public sector agencies.
• Must hold a Bachelor's degree.
