The Senior Program and Project Manager is accountable for successfully delivering large, complex initiatives supporting strategic, operational, regulatory, and market-readiness objectives. This position leads programs spanning 30–60 product areas and serves as the single point of accountability for project outcomes.

The role leads cross-functional business and technology workstreams, manages scope, schedules, budgets, resources, risks, and dependencies, and drives business readiness and implementation. This position combines program-level leadership with disciplined project management to ensure initiatives are delivered on time, within budget, and aligned with committed business outcomes.

Key Responsibilities
  • Lead large, complex programs and technology projects spanning 30–60 product areas through the full project management lifecycle.
  • Serve as the single point of accountability for project delivery, implementation readiness, and committed business outcomes.
  • Develop integrated delivery plans covering scope, schedules, budgets, resources, dependencies, governance, and business objectives.
  • Coordinate business and technology workstreams across multiple cross-functional teams.
  • Manage multiple concurrent projects while maintaining alignment across related initiatives and product areas.
  • Establish project milestones, deliverables, performance measures, and accountability requirements.
  • Identify, assess, mitigate, and elevate risks, issues, assumptions, constraints, and dependencies.
  • Manage project budgets, financial forecasts, staffing plans, capacity requirements, and resource allocation.
  • Provide clear, outcome-focused status updates, recommendations, and escalations to executive leadership and key stakeholders.
  • Facilitate governance meetings, executive discussions, decision-making, and issue-resolution activities.
  • Ensure compliance with Delivery Excellence standards, governance requirements, project controls, and change management processes.
  • Lead business-readiness activities, including operational transition, implementation planning, communications, training, and adoption.
  • Drive accountability across project teams and influence stakeholders without direct authority.
  • Lead initiatives through ambiguity by establishing clear priorities, responsibilities, decisions, and execution plans.
  • Apply lessons learned and best practices to improve delivery processes, governance, and organizational effectiveness.
Minimum Education & Experience Requirements
  • Bachelor’s degree from an accredited college or university.
  • Minimum of seven years of project management experience.
  • Demonstrated experience successfully delivering large, complex projects on time and within budget.
  • Experience managing multiple projects or related workstreams concurrently.
  • Experience leading cross-functional initiatives involving business and technology teams.
  • Experience managing project scope, schedules, budgets, resources, risks, dependencies, governance, and business readiness.
  • Experience applying multiple project delivery methodologies, including Waterfall and Agile.
  • Proven ability to lead at the program level while remaining grounded in formal project management discipline.

Additional Desired Characteristics
  • Project or program management experience within healthcare or the health insurance industry.
  • Previous experience working with Highmark or a comparable health insurance organization.
  • Experience using Monday.com, Planview, and Oracle ERP Resource and Financial modules.
  • Experience leading Open Enrollment Period or Annual Enrollment Period readiness planning.
  • Experience implementing commercial and government health insurance products.
  • Experience managing strategic, operational, regulatory, or market-readiness programs.
  • Demonstrated ability to operate at the program level while maintaining detailed project controls and delivery discipline.
  • Continuous-improvement mindset with experience applying lessons learned and delivery best practices.
  • Work arrangement may be onsite, hybrid, or remote based on organizational requirements.
  • Position operates in a professional environment requiring regular collaboration with business teams, technology teams, project resources, vendors, and executive leadership.
  • May require participation in meetings across different departments, locations, and time zones.
  • Occasional extended hours may be required to support major implementations, regulatory deadlines, enrollment periods, or other time-sensitive initiatives.
