About the role

The Project Manager, Development owns the integrated execution of one or more nuclear development projects through the Front-End Loading (FEL) stage-gate process, with accountability for scope, schedule, cost, and risk across all development workstreams. They integrate a broad matrixed team spanning land, licensing, permitting, interconnection, engineering, environmental, cost, finance, legal, and commercial functions, and serve as the single point of accountability to the project sponsor. The PM operates the project governance rhythm — weekly executive summaries, deliverable and milestone tracking, risk registers, and stage-gate checklists — and drives each project to a successful gate decision with complete, defensible deliverables.

Responsibilities
  • Integrated project schedule and deliverable ownership for the assigned FEL phase, including milestone cohort tracking, critical-path management, and schedule adherence reporting.
  • Core project management documents: Project Execution Plan, Project Charter, stage-gate checklists, delegation of authority, variance management, and weekly executive summaries.
  • Cross-functional integration of land, licensing, permitting, interconnection, engineering, environmental, cost, finance, legal, and commercial workstreams, including interface and dependency resolution.
  • Risk and fatal-flaw management: maintain the project risk register, drive mitigations to closure, and elevate threats to stage-gate criteria.
  • Stage-gate preparation and governance: deliverable completeness reviews, gate package assembly, and presentation to governance boards.
  • Cost performance management against approved budgets, including coordination on estimates, escalation, contingency, and funding tranche requests.
  • Scenario and strategy analysis (schedule acceleration, pull-forward of long-lead activities, decision-gate timing) to inform executive decisions.
Required Qualifications
  • Bachelor’s degree in engineering, construction management, business, or a related technical field.
  • 8+ years of project management experience on large capital projects, including 3+ years in early-phase development or front-end loading (FEL/FEED) environments.
  • Demonstrated experience managing multidisciplinary teams within a stage-gate or phase-gate governance framework.
  • Working knowledge of project controls fundamentals: CPM scheduling, cost estimate classification (AACE), risk management, and change control.
  • Strong executive-level written communication; proficiency with scheduling tools (Primavera P6 or MS Project) and advanced Excel.
Preferred Qualifications
  • Nuclear power development, licensing, or construction experience; familiarity with the NRC regulatory framework (10 CFR Parts 50/52/100) and lessons learned from recent U.S. nuclear construction programs.
  • PMP, PgMP, or equivalent certification; advanced degree (MBA or MS) is a plus.
  • Familiarity with utility-scale generation development: interconnection queues (PJM/MISO), state siting and economic development programs, and land assembly.
  • Experience with AACE Recommended Practices for estimate classification and escalation.

  • Medical, dental, vision plans
  • Generous vacation policy, plus holidays
