Job description

Job Purpose

The Project Manager serves as the primary point of contact responsible for overseeing Fire Protection System Maintenance and Repair Services at Joint Base Pearl Harbor-Hickam (JBPHH), Marine Corps Base Hawaii (MCBH), and outlying areas. This position is responsible for contract execution, personnel management, quality control, safety compliance, customer relations, and overall project performance.

The Project Manager works closely with Government representatives to ensure all work is completed safely, efficiently, and in compliance with contract requirements, industry standards, and applicable regulations.

Duties and Responsibilities
  • Manage day-to-day contract operations and performance.
  • Serve as the primary liaison between the company and Government representatives.
  • Oversee scheduling, staffing, and resource allocation.
  • Monitor project schedules, budgets, and deliverables.
  • Ensure compliance with safety, quality, and contract requirements.
  • Manage inspection, maintenance, testing, and repair activities.
  • Supervise field personnel, subcontractors, and support staff.
  • Prepare and submit all required contract reports and deliverables per contract requirements, including Monthly Progress Reports, Work Order Status Reports, Inspection and Maintenance Program (IMP) Schedules, Quality Control Reports, Safety Reports, and Subcontractor Activity Reports; maintain comprehensive records of all contract activities throughout the period of performance.
  • Coordinate and direct contractor response to Emergency, Urgent, and Routine work orders in accordance with mandated response time requirements (Emergency: 4-hour on-site response; Urgent: 24-hour on-site response; Routine: completion within 5 business days of issuance).
  • Conduct project meetings and maintain communication with stakeholders.
  • Support recruiting, onboarding, training, and performance management activities.
  • Perform other duties as assigned.
Required Skills and Qualifications
Education
  • Bachelor's degree in Fire Protection Engineering, Mechanical Engineering, Construction Management, Business Administration, or a closely related technical or management field; OR
  • Associate's degree in a technical field with a minimum of seven (7) years of directly relevant experience in fire protection system contracting or project management; OR
  • High school diploma or GED with a minimum of ten (10) years of progressively responsible experience managing fire protection system maintenance and repair contracts of comparable scope, scale, and complexity.
Experience
  • Minimum of five (5) years of experience managing contracts or projects of similar nature, size, and complexity, including fire protection system inspection, maintenance, testing, and repair services on federal government or military installations.
  • Demonstrated experience managing multidisciplinary technical teams, including fire suppression systems, fire alarm systems, inspection, testing, and maintenance (ITM) functions, and emergency response operations.
  • Experience interfacing professionally with Government Contracting Officers (KO) and Contracting Officers' Representatives (COR).

Prior experience supporting Department of Defense (DoD) contracts and military installations is strongly preferred.

Licenses and Certifications
  • Current, valid State of Hawaii contractor's license in fire protection, mechanical, or general contracting, or the ability to obtain Hawaii licensure prior to contract commencement.
  • OSHA 30-Hour Construction Safety certification or equivalent.
  • Current CPR/First Aid/AED certification.
  • Valid driver's license.
Technical Knowledge
  • Working knowledge of NFPA fire protection codes and standards (NFPA 10, 13, 14, 17, 20, 24, 25, 72, 2001), including inspection, maintenance, testing, and repair requirements.
  • Familiarity with Unified Facilities Criteria (UFC) standards for fire protection systems on Department of Defense installations.
  • Proficiency with Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint).
  • Experience using project scheduling software, maintenance management systems, or electronic work order tracking platforms.
  • Possess and maintain a thorough working knowledge of NICET certification requirements and ensure that all applicable technicians on the contract hold and maintain the NICET certifications required.
Preferred Skills and Qualifications
  • NICET Level II or higher certification in Fire Alarm Systems and/or Special Hazards Suppression Systems.
  • Project Management Professional (PMP) certification or equivalent project management credential.
  • Experience operating and administering Computerized Maintenance Management Systems (CMMS).
  • Prior experience supporting military or federal installations, particularly in Hawaii.
  • Familiarity with government work order systems and fire protection program management processes.
  • Strong leadership, organizational, communication, and problem-solving skills.
  • Bilingual or multicultural communication skills are a plus.
