Job summary

Purpose

This position is responsible for managing all activities concerned with the delivery of several medium to small capital investment projects from inception to completion, the size and importance of which have a significant impact to company objectives related to Production, Networks, and/or other water resources or operation systems. The Project Manager will keep stakeholders always informed, recommend alternatives to project plans as needed to stay aligned to Liberty’s goals and objectives.

Accountabilities
  • Responsible for monitoring and managing budgets and schedules for multiple large to small Capital Investment projects and programs of moderate scope and complexity.
  • Asset owner satisfaction in accordance with the scope of work agreed upon for needs and is coordinated with operations personnel on operational impacts related to project delivery program.
  • Interaction with technical services function regarding standards and requirements.
  • Ensures compliance with established regulatory criteria, specifications, and standards.
  • Interacts with property group, technical services, easements, rights of ways, permits, certifications, and other project approvals for assigned projects and programs.
  • Interact at permitting/zoning and public meetings regarding construction of locally contentious site improvements.
  • Define contract requirements, identify delivery partner (internal or external), participate in defining bid strategy and RFP/RFQ, participate in the bidding process, negotiate project budget and contract terms (in partnership with Procurement as appropriate), maintain up to date project documentation and supporting documentation required for regulatory filings.
  • Follow industry standards and best practices to successfully deliver one or more projects of high complexity using advanced project management skills, technical knowledge, and engineering principles. Manage all aspects pertaining to assigned project through the project management life cycle including project scope, budget, schedule, resources, stakeholders and quality management.
  • Monitor project progress and identify issues and risks; create action plan and track resolution. Manage changes to the project scope, schedule, and/or budget using appropriate techniques.
  • Maintain contact with Operations / Construction to remain in alignment on work completed and budget. Provide plant inspections and feedback to operations or other departments of current or future potential issues.
  • Act as the focal point for the identification of internal and external customer needs and expectations consistent with Company goals and objectives. As needed, work with Resource Planning Lead to develop and deliver efficient and cost effective, levelized contractor and internal resource capital and operating work plans.
  • Develop detailed plant design, permitting, engineering calculations, and writing technical specifications. Draft detailed design drawings and specifications that are cost effective and achieve stakeholder goals while meeting federal, state and local regulatory requirements (Health Department codes, EPA, SPDES, etc.). with the goal of efficient plant operations and avoiding NOVS/violations. Continue communication and compliance with external authorities throughout project life, including water quality sampling and submitting to relevant authorities.
  • Demonstrate understanding and ability to apply internal and OSHA safety standards: excavation, lockout/tagout, fall protection, confined space, and chemical handling. Ensuring project are both designed with safety in mind and constructed safely.
  • Make and grow relationships with stakeholders including: other utilities, consulting engineers, contractors, local government, and health departments.
  • Manage and execute customer communications throughout projects, ensuring timely notifications, clear updates, and responsive engagement to minimize disruptions and maintain customer satisfaction.
Education and Experience
  • Bachelor’s Degree in relevant field of study
  • Knowledge of engineering principles, and the effect the work has on other fields.
  • Minimum 5 to 8 years of experience in project delivery of major water resource projects.
  • PMP Preferred, or equivalent of direct industry experience
  • New York State Drinking Water Operator License, or ability to obtain within 1 year.
