Systems Plus, Inc. seeks a senior IT Project Manager to deliver federal contracting projects with NIH involvement.

The role requires delivering within scope and budget, coordinating with CORs, and leading cross-functional teams through the full SDLC in a high‑tempo, government-focused environment. Qualifications

Daily Responsibilities

• Overall responsibility for delivery to include on time delivery within scope and budget, prioritization and tasking of assignments, review and oversight of team deliverables, financial management and project reporting, stakeholder management and all necessary project management functions to effectively balance and manage the team and meet project needs/requirements.
• Work closely with the NIH COR to provide project management and administrative project support, oversee all aspects of project work based on inputs and priorities from the COR and other stakeholders and regularly report progress.
• Demonstrate ability to work with all system stakeholders including COR, system owners, business owners, and lead technical and functional teams to document, design, develop, test, andvalidatea system to successful implementation throughout the systems development lifecycle.
• Effectively coordinate and lead meetings with business and system owners as well as necessary stakeholders such as business users to understand and document desired system requirements and successfully implement them whilemaintainingconsistent and effective communicationregardingstatus, risk, and mitigating activities.
• Ensurequality inanalysis, documentation, design, development, testing, and deployment as well as continuity of operations and maintenance activities.
• Provide and ensure effectivefinancial managementand timekeeping, status reporting, briefings and necessary communications and management activities to ensure milestones/tasks are meton time and within scope and budget.
• Lead and coordinate project schedule and task management activities such as ensuring proper estimation, planning, execution and tracking of iterative / agile releases.
• Provide resultsdrivenproactive leadership and initiative in managing the team to ensure all project needs are met and appropriately communicated.
• Manage resources –appropriate staffinglevels,expertiseand skill set, and proper training and mentoring for the contract team. Continually assess the team and work with the COR and other stakeholders to show that theteamresources, schedule, and task costs are all in alignment.
• Perform effective risk management – proactive identification, evaluation, mitigation, and monitoring of risks.

Years of Experience:

• Minimum 10 years of experience asITProject Manager.
• Minimum 3 years of experience managing IT projects ofsimilar sizeand complexity with same/similar technology.
• Minimum 2 years of experience leading projects in agile or iterative EPLCs.
• Minimum2 years of experience leading IT projects for the federal government.

Requirements:

• Ability to work with key owners and stakeholders to ensure effective deliveryforall O&M activities.
• Ability to lead a team in analyzing and adoptingnew technologiesquickly.
• Solid understanding of all parts of Software Engineering (e.g., Requirements, Design, Implementation, Testing) and the Enterprise Performance Life Cycle (EPLC).
• Familiarity with or knowledge of the NIH/HHS organizational, technical, security, and/or governance environment is preferred.
• Familiarity with federal ethics reporting and financialdisclosureworkflows is preferred.

Required Clearance

• Hold or be eligible for a Public Trust Moderate (Tier 2) background investigation
