SALARY RANGE

$97,663.68-$146,496.14/ANNUAL

• Starting salary is dependent upon qualifications, but in most cases is no higher than the midpoint for range.

ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following):

• Serves as the project manager for maintenance projects completed by in-house staff, including coordination of workers and materials and providing documentation of the work performed.
• Schedules and coordinates plant and associated equipment operation, installation, construction, maintenance, and repairs.
• Ensures a safe working environment for all employees.
• Monitors and trains personnel to safely operate, repair, maintain and install pumps, valves, filters, complex electrical, mechanical, and security systems, motors, automated controls, fiber optic systems, Supervisory Control and Data Acquisition (SCADA) equipment and other equipment and systems.
• Ability to install, program and monitor the SCADA system as it relates to individual operations in the filtration and pumping facilities.
• Supervises workers in the maintenance and repair of facility heating and air conditioning, electrical, plumbing, carpentry, masonry and landscaping projects.
• Inspects equipment to detect malfunctions, such as pump leaks or worn bearings; determines action to be taken in event of emergencies including machine or equipment malfunction and power failure.
• Prepares plans and specifications for new equipment or modification of existing equipment to affect increased operational capacity or efficiency; acquires materials, parts necessary for the operation and maintain inventory of the parts.
• Prepares budget estimates for projects and determines material and personnel needs.
• Prepares requisitions for purchase of tools, materials and equipment.
• Participate in the maintenance, repair and installation of equipment.
• Reviews and evaluates water reports, records, logs, and graphs to confirm adequacy or present and projected water needs.
• Plans and conducts training and evaluates personnel performance.
• Initiates disciplinary action with employees, including oral and written reprimands.
• Participates in disciplinary process for suspensions, demotions, and discharges by conducting investigations and making recommendations to the division chief.
• Participate in the recruitment and selection process.
• Motivates employees using human relations skills and encourages teamwork.
• Monitors and maintains division budget under the direction of the Division Chief.
• Schedules staff for work during emergencies.
• Maintains records and prepares weekly reports outlining maintenance operations.
• Oversees and inspects work performed by contractors on various construction maintenance projects and provides recommendations.
• Oversees and coordinates work performed by vendors on various service contracts and provides recommendations.
• Reviews and approves requests for payment from contractors and vendors.
• Reviews, drawings and specifications prepared by in-house staff and external consultants for accuracy and appropriateness.
• Works on short-term and long-term operational improvement initiatives.
• Supports the implementation of Computerized Maintenance Management System software.
• Manages inventory and may place orders for supplies as needed.
• Drives a pick-up truck or other City vehicle to jobsites.
• May provide support during emergencies.
• Participates in the planning, organizing, development and implementation of the department's safety program. May participate in the city wide safety program.
• Performs other related duties as assigned.

Minimum Requirements Of Work

• Must possess a high school diploma or GED and must possess five (5) or more years of progressively responsible work experience in public works and project management.
• Must possess three (3) or more years of supervisory experience with projects or staff.
• Must possess a valid driver's license and a safe driving record.
• Must be willing and able to obtain a National Incident Management System (NIMS) 100, 200, 300 & 400 and IS 700 and 800 Certification within 36 months of employment and maintain it as a condition of employment.
• Must possess a valid driver's license at time of hire.
• Possession of a Class "A" Illinois Environmental Protection Agency Water Operator's certification is preferred at time of hire but must be obtained within 48 months of hire.
• Obtaining the CEU's necessary to always maintain Water Operator's certification.
• Must obtain Confined Space Entry Certification within 18 months of hire.
• Must be willing and able to undergo and pass annual medical surveillance to comply with OSHA respiratory requirements and remain compliant as a condition of employment.
• Must remain appropriately shaven in order to safely use a Self-contained Breathing Apparatus (SCBA).
• Must obtain Forklift Truck Operator's Certification within 18 months of hire.

• Knowledge of methods, practices and principles of the operation, maintenance, repair and upgrade of pumps, mechanical systems, plumbing systems, electrical systems, electronic systems, and process controllers.
• Thorough knowledge of OSHA and IDOL standards and precautions.
• Knowledge of modern supervisory principles including program planning, scheduling, coordination and public relations.
• Ability to plan and coordinate the work of multiple projects and initiatives simultaneously.
• Ability to schedule, assign, and direct the work of coworkers, either personally or through lead workers.
• Ability to deal with the public in a friendly, courteous, and pleasant manner, and with customer service orientation.
• Ability to communicate effectively, both orally and in writing.
• Knowledge and use of personal computers including word processing and spreadsheet software.
• Knowledge and use of maintenance management software and GIS.
• Must complete OSHA 10-hour Construction Course within 36 months of hire.

Physical Requirements Of Work

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Ability to climb ladders, stairs, scaffolding, ramps, poles, etc.; ability to stoop, kneel and crouch; ability to see, hear, talk, smell.

The worker is subject to both inside and outside environmental conditions, no effective protection from the weather is available. Weather conditions: occasional exposure to extreme cold, high winds, snow, sleet, high temperature and humidity.

Proximity to moving mechanical parts, exposure to burns from the sun from radiant energy, and exposure to toxic chemical agents.

Supervision

Work is performed under the general supervision of the Filtration Division Chief, Director of the Public Works Agency and the Water Production Bureau Chief. The employee exercises considerable independence under the general policy and budget guidelines established by the Public Works Agency Director, the City Manager, and other guidelines such as federal and state safety regulations, union contract, and the city's unified work rules and personnel regulations. Work is reviewed through periodic conferences and is evaluated annually for the effective operation of the division.

Public Contact

Employees have frequent contact with the public to respond to complaints about service or to report a need for service. The employee also has considerable contact with other departments' staff to coordinate and schedule work.
