Job summary

SD Solutions, LLC is seeking a Project Management Journeyman to provide hands-on project-management and Agile delivery support to USCIS programs under BPIMSS. The role will manage projects, schedules, risks, dependencies, and deliverables while supporting senior program leadership and USCIS stakeholders.

The ideal candidate will have 5+ years of project-management experience, direct USCIS exposure, and strong Agile/Scrum capabilities, along with excellent written communication and reporting

Qualifications

  • Minimum 5 years of project-management or program-support experience.
  • Direct USCIS experience required.
  • Experience supporting USCIS programs, systems, operations, immigration-benefit processing, verification, field operations, or related mission functions.
  • Federal project-management experience.
  • Demonstrated experience with Agile/Scrum delivery environments.
  • Experience managing schedules, risks, issues, dependencies, deliverables, and performance metrics.
  • Strong stakeholder coordination and meeting-facilitation capabilities.
  • Strong written communication and reporting skills.

Responsibilities

  • Develop and maintain project plans, schedules, milestones, action-item trackers, risk registers, and issue logs.
  • Coordinate project execution across business, technical, data, policy, and operational stakeholders.
  • Monitor scope, schedule, deliverables, risks, dependencies, and performance.
  • Support product owners and Government PMs with sprint planning, backlog prioritization, roadmap development, and Agile ceremonies.
  • Prepare recurring project and performance reports.
  • Facilitate project meetings and working sessions and document decisions and action items.
  • Conduct project-health assessments and recommend mitigation strategies.
  • Coordinate testing, integration, deployment, operational readiness, and post-deployment evaluation.
  • Develop implementation plans and strategic roadmaps.
  • Track KPIs and performance metrics.
  • Support governance boards and executive reviews.
  • Ensure project artifacts remain current, accurate, traceable, and version controlled.
  • Identify and escape issues affecting USCIS mission outcomes.

Position Summary

  • Experience with DHS governance or reporting practices.
Education

Bachelor's degree in Business, Project Management, Information Technology, Public Administration, or a related discipline preferred.

Preferred / Required Certifications

PMP, CAPM, CSM, CSPO, PMI-ACP, or SAFe certification preferred.

Key Technical Skills

MS Project; Excel; PowerPoint; SharePoint; Jira or similar Agile-management platform; project scheduling; risk management; Agile ceremonies; roadmap management; KPI reporting; requirements tracking; governance reporting.

Security / Access

Must be able to successfully complete DHS/USCIS background investigation and suitability requirements and obtain required USCIS facility and system access. Work is unclassified but may involve Sensitive But Unclassified (SBU) information.

Location

Primarily telework with periodic on-site support at USCIS Headquarters, 5900 Capital Gateway Drive, Camp Springs, MD, or other authorized USCIS locations based on mission requirements. Local commuting within the National Capital Region is non-reimbursable.

A USCIS project manager, project analyst, Scrum Master, product-support specialist, or PMO professional who understands USCIS operations and can immediately integrate into an Agile Federal program environment.
