Job summary

Serco is seeking a qualified ITPM support professional to join a 14-person contractor team supporting a DHS OCIO IT PMO. You’ll assist with IT capability requests, program management, systems engineering, test and evaluation, license management, and financial operations, enabling end-to-end project delivery for critical government IT systems.

You will act as a Scrum Master for software efforts, maintain SharePoint data, and prepare documentation and presentations.

Qualifications

  • Bachelor’s degree or equivalent experience; high school diploma accepted with relevant experience.
  • A minimum of 5 years of customer support experience.
  • A minimum of 4 years’ experience performing project management support activities.
  • A minimum of 1 year experience performing scrum master activities.
  • Experience as an IT project manager.
  • Excellent written and oral communication.
  • Excellent interpersonal skills.
  • Excellent organizational skills.
  • Proficient in the Microsoft Office suite of product.

Position Description & Qualifications

You will be part of an 14-person contractor team providing support services to a DHS component’s Office of the Chief Information Officer (OCIO), with primary support to the Information Technology (IT) Program Management Office (PMO). Support activities for the contractor team include the review and vetting of new IT capability requests; Program and Project Management support; Systems Engineering support; Quality Assurance, and Test and Evaluation activities; Software License Management; Content / Knowledge Management; and Financial Management support activities to include Capital Planning and Investment Control (CPIC) and Financial Operations (FINOPS).

Job Responsibilities
  • Provide the full range of project management support activities for the planning, development, integration, implementation, and deployment of IT systems.
  • Assist in developing and managing an IT User Acceptance Test.
  • Prepare IT project documentation, reports, and presentations.
  • Perform the duties of a scrum master for software development efforts.

  • Assist in responding to internal and external data calls for IT programs and projects.
Required Skills And Qualifications
  • Bachelor’s Degree from an accredited college or university; willing to accept a High School diploma and relevant years of experience in lieu of a degree
  • A minimum of 5 years of customer support experience
  • A minimum of 4 years’ experience performing project management support activities
  • A minimum of 1 year experience performing scrum master activities
  • Experience as an IT project manager
  • Excellent written and oral communication
  • Excellent interpersonal skills
  • Excellent organizational skills
  • Proficient in the Microsoft Office suite of product

  • Bachelor’s or Master’s Degree in an IT field of study
  • Experience assisting stakeholders throughout the User Acceptance Testing lifecycle process and writing User Acceptance Testing artifacts
  • Experience performing project management support activities for IT systems
  • Experience performing project management support activities for a federal government customerExperience supporting a Chief Information Officer (CIO) organization
  • Experience performing Systems Engineering activities
  • Experience developing Independent Government Cost Estimates (IGCEs)
  • Understanding of the DHS Systems Engineering Lifecycle (SELC)
  • Understanding of the DHS Acquisition Lifecycle Framework (ALF)
  • Understanding of the cybersecurity requirements for fielding an IT solution / system
  • Project Management Professional (PMP) certification
  • Active Scrum Master certification
  • Proficient in the use of Microsoft Project for project management
  • Ability to work independently and as a member of a team
  • Ability to quickly adapt to the customer's changing priorities and objectives
  • Ability to manage diverse activities and meet competing deadlines
  • Ability to work and collaborate in a virtual environment

In compliance with state and local laws regarding pay transparency, the salary range for this role is $116,326.95 to $130,000.00; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
