Job summary

JT4, LLC in North Las Vegas, NV is seeking a Project Lead III to support the NTTR/DO with aircrew test and training operations, planning, direction, and execution. This role interfaces with government agencies to ensure flight safety and range performance.

Candidates should have a bachelor's degree or higher, 10 years of relevant experience, strong program management and systems engineering knowledge, and the ability to obtain a TS/SCI/SAP clearance and a valid driver's license.

Job description

JT4, LLC provides engineering and technical support to multiple western test ranges for the U.S. Air Force, Space Force, and Navy under the Joint Range Technical Services Contract, better known as J-Tech II. JT4 develops and maintains realistic, integrated test and training environments and prepares our nation's war-fighting aircraft, weapons systems, and aircrews for today's missions and tomorrow's global challenges.

JOB DUTIES - ESSENTIAL FUNCTIONS
  • Primarily responsible to assist the Nevada Test and Training Range Operations Directorate (NTTR/DO) with the overall planning, direction, and execution of aircrew test and training operations on the NTTR. The NTTR/DO is responsible for daily range management, planning, and maintenance management for the NTTR and is the focal point for operational requirements and flight safety (including airspace deviation processing). Candidate interfaces directly with a variety of Government agencies as required.
  • Must possess knowledge of military flying operations, and theories and principles of operational range management, planning, coordinating and execution. Ability to research rotary and fixed wing aircraft subsystems sufficient for required flight test safety information and knowledge of the requirements, methods, techniques, and procedures pertinent to flight safety.
  • Requires a detailed understanding of military training ranges and methods used for aircrew training, scheduling, and control. Detailed understanding of Simulated Integrated Air Defense System (IADS) integration and techniques preferred.
  • Candidate should have familiarity and or experience with Joint Integrated Test and Training Center Nellis (JITTC-N) operations and the Joint Simulation Environment (JSE).
  • Ability to conduct, apply, and adapt qualitative and quantitative techniques and develop, adapt, modify and apply methods to solve training and test operational support problems or define and clarify alternative solutions.
  • Knowledge of environmental issues, state and local government statutes, principles, practices, procedures, laws, regulations and current legislative issues affecting range operations.
  • Using knowledge of project management fundamentals, the incumbent individually leads small to medium size projects of moderate complexity supporting Company and customer requirements. Additional functions and duties involve:
  • Assist Project and/or Program Managers with the daily conduct of large project/program activities involving Project tasks including:
    • Make priority determinations and resource management and leveling
    • Develop, review, and approve project documentation
    • Maintain established project portfolio
    • Establish, execute and report on project budget
    • Manage project risk
    • Monitor/control and re-plan project
    • Provide project status through project/program reviews
    • Annotate lessons learned and archive project data
    • Administer Work Management System (WMS) activities through the use of identified scheduling tools
  • Follow company and Government processes and procedures as required maintaining accountability and responsibility for project schedule, budget, and requirements to deliver projects on time meeting required budget.
  • May be required to recruit and hire appropriate technical personnel to ensure the accomplishment of project requirements.
  • Use established policies, procedures, and subject matter knowledge to complete assignments of medium complexity that vary in nature and sequence. In-depth knowledge of Air Force Manual 13-212 Volume 1, Air Combat Command (ACC) Supplement, NTTR Addendum A preferred.
  • Performs other related Project assignments as requested.
REQUIREMENTS - EDUCATION, TECHNICAL, AND WORK EXPERIENCE

Must have a bachelor's or higher degree, or any combination of formal education, training and experience equivalent to 10 years involvement in technically demanding program or project assignments. Possess knowledge of project management fundamentals and working knowledge of systems engineering processes that complement project management. Must have demonstrated knowledge and skills in resource organization and allocation, planning and budgeting, continuous quality and process improvement, configuration management, setting and measurement of program goals, as well as excellent verbal and written communication skills.

In addition, a Project Lead III must possess the following qualifications:

  • Must demonstrate knowledge and skills in resource organization and allocation, planning and budgeting, continuous quality and process improvement, configuration management, setting and measurement of program goals
  • Must have excellent verbal and written communication skills
  • Incumbent must qualify for and maintain a government Security Clearance, to include Top Secret (TS), Sensitive Compartmented Information (SCI), and Special Access Program (SAP).
  • Must possess a valid, state-issued driver's license.

OTHER RESPONSIBILITIES

WORKING CONDITIONS

This position involves work typical of an office environment with no unusual hazards. There is occasional lifting to 20 pounds, constant sitting and use of a computer terminal, constant use of sight abilities while writing, reviewing, and editing documents, constant use of speech/hearing abilities for communication, and constant mental alertness. The incumbent must possess planning/organizing skills, be able to work under deadlines, and be able to work independently with minimal supervision.

The incumbent must be able to work duty days in excess of eight hours and perform shift and weekend work to meet required schedule demands. This position may require travel to remote field locations on range, work is performed both indoors and outdoors. Outdoor duties may be performed on even or uneven surfaces, which may be dry or wet.
