Minnkota Power is seeking qualified candidates for a Project Engineering Supervisor responsible for providing leadership along with daily oversight, direction, and guidance of the project and engineering services personnel in the engineering department at the Milton R. Young Station located near Center, ND. The Milton R. Young Station is a two-unit coal-fired power plant, providing a stable energy source for our cooperative member-owners. The station is located 35 miles from Bismarck, North Dakota, a growing and progressive city with many recreational opportunities.

Position requires a Bachelor of Science Degree in Engineering from an ABET accredited university and EIT certification or an equivalent combination of education, technical training, and experience. Minimum of five years of progressively more responsible technical and administrative experience in project planning, and operation and maintenance of a steam electric generating plant with a Bachelor of Science Degree in Engineering; minimum of fifteen years of progressively more responsible power plant operations, maintenance, engineering support, or project management experience without a Bachelor of Science Degree in Engineering. Experience in managing and supervising power plant projects, tracking budgets, and working with a variety of people is essential.

Position Summary

The project engineering supervisor is responsible for providing leadership along with daily oversight, direction, and guidance of the project and engineering services personnel in the engineering department at the Milton R. Young Station. The position provides oversight for the engineering department capital projects, O&M projects and outage planning. In addition, reviews plant systems to improve efficiency, reliability, availability and load factor while also providing technical expertise in problem areas.

The salary range for this position begins at $133,647. Appropriate compensation will be determined based on candidate's skills, education, and previous relevant experience.

Essential Responsibilities
  • Departmental Supervisory
    • Responsible for supporting their assigned areas’ short- and long-term initiatives
    • Provide support to the development of employees within their assigned area(s)
    • Assist with goals, monitor work, and help evaluate results to ensure that departmental and organizational objectives and operating requirements are met and are in line with the needs and mission of the organization
    • Oversee assigned area(s) and employees for budgeting, expense accounting, and payroll processes
    • Oversee and direct drafting personnel
    • Sponsor the Boiler Team
    • Provide guidance to the Coal Handling Team
  • Oversight for Capital and O&M Projects and Outages Activities
    • Oversee and guide project managers/leads in the development and execution of projects
    • Assist with outage planning for the engineering department
    • Facilitate project planning including decisions on scope, schedule and budget
    • Provide justified recommendations for budget overage requests or unbudgeted projects
    • Coordinate project-focused training of new engineers
    • Facilitate the capital work request (CWR) process
    • Oversee capital project progress, track long lead time materials, support resource allocation, and provide direction for discoverable work items
    • Support and review for procurement of labor and material
    • Oversee and support the IFS work platform
    • Facilitate and track capital tool projects and assignments
  • Engineering Analysis Facilitation
  • Facilitate comprehensive studies of problem areas in plant
  • Identify areas for improvement that reduce total cost of ownership
  • Facilitate the evaluation and testing of plant equipment
  • Facilitate the review of plant systems to improve efficiency, reliability, availability and load factor
  • Support equipment testing with the Results Group
  • Oversee and review the Life Cycle Asset Management (LCAM) process
  • Project Management
  • Coordinate with stakeholders to identify and budget for justified capital and O&M projects
  • Coordinate with the Results Engineering Supervisor to identify and assign project managers
  • Manage Station improvement projects, delegating to project staff as required
  • Evaluate status and schedule of capital projects
  • Manage and evaluate engineering consultant and contractor work products
  • Review and report capital projects monthly with project managers and Admin Supervisor
  • Review and assignment of project-related work monthly, assign work as necessary for the Projects Group
  • Operations and Maintenance Support
    • Provide technical expertise in areas causing problems to operations and plant maintenance
    • Provide guidance to other plant departments on the efficient operation of equipment
    • Provide assistance under emergency conditions for repair of vital equipment
    • Provide operating direction and support as needed
    • Oversee after hours work, including night shift and contractor coverage
  • Leadership and Direction for Safety and Training
    • Oversee the technical and operational training needs on capital and O&M projects and initiate appropriate action
    • Oversee the completion of safety inspections and reporting of incidents in a timely and accurate manner
    • Ensure compliance for quarterly computer-based trainings
    • Develop and adhere to training budgets for the Projects Group

Education and Training
  • Bachelor’s degree in Engineering from an ABET-accredited university or an equivalent combination of education, technical training, and progressively responsible experience in a steam electric generating plant
  • Must maintain a valid driver’s license.
Experience
  • Minimum of five years of progressively more responsible technical and administrative experience in project planning, and operation and maintenance of a steam electric generating plant.
  • Candidates without a bachelor’s degree must demonstrate extensive experience in managing complex power plant projects and leading technical personnel. Generally, this would include a minimum of 15 years of progressively responsible experience in power plant operations, maintenance, engineering support, or project management.
  • Experience in managing and supervising power plant projects, tracking budgets, and working with a variety of people is essential.
