Job summary

PCL Civil Constructors, Inc. is seeking a Project Engineer Waste/Waterwaste in the Washington, D.C. area.

This role focuses on heavy civil water and wastewater facilities, pump stations and related infrastructure, offering opportunities to lead engineering functions across budgeting, scheduling and cost control. You will collaborate with owners, engineers and project teams from preconstruction through closeout, mentoring junior engineers and promoting safety, quality and operational excellence

Qualifications

  • Associates or Bachelor’s degree in construction management, engineering, architecture preferred, or equivalent experience.
  • 8–10 years of construction experience in an operational role preferred.
  • Knowledge of construction equipment, safety, quality standards and project controls.
  • Strong communication and organizational skills.

Responsibilities

  • Performs quantity takeoffs and surveys to manage progress, reporting and change management.
  • Maintains complex subcontracted scopes and subcontract administration, including defining work scope and monitoring progress.
  • Reviews subcontractors’ obligations and coordinates with the design team for compliance.
  • Assists with site inspections, testing, commissioning and start-up activities.
  • Identifies risks on project scopes and supports risk mitigation.

What we're looking for:

  • 8-10 years of experience in heavy civil construction, with a strong focus on water and wastewater treatment facilities, pump stations, and related infrastructure projects.
  • Proven experience managing project engineering functions including budgeting, scheduling, subcontractor coordination, contract administration, and cost control.
  • Strong understanding of construction methods, project delivery processes, and risk management for complex water and wastewater projects.
  • Ability to collaborate with owners, engineers, and project teams to ensure successful project execution from preconstruction through closeout.
  • Experience mentoring junior engineers and contributing to a culture of safety, quality, and operational excellence.
  • A Bachelor's degree in Civil Engineering, Construction Management, or a related field is preferred.
Responsibilities
  • Performs and applies quantity takeoffs and surveys to manage contract progress, reporting, and change management.
  • Maintains contract with more complex subcontracted scopes and subcontract administration, including defining work scope, answering inquiries, and monitoring progress.
  • Reviews and understands broader contract obligations as per the responsible project and work scopes. Assists site manager in project start-up activities.
  • Participates in reviews of subcontractors’ submittals for compliance with scope, design documentation, and coordination with other disciplines against the design documentation prior to forwarding to the design team for their review.
  • Assists with site inspection by the design team for installation deficiencies, and witnesses and signs off on systems commissioning.
  • Ability to identify potential risks on project scopes and/or the project.
  • Other duties as required.
Qualifications
  • Associates or Bachelor’s degree in construction management, engineering, architecture preferred, or equivalent experience.
  • 8–10 years of construction experience in an operational role preferred.
  • Detailed knowledge of construction equipment and techniques, drawings and specifications, project health, safety, and environment (HSE), quality, building materials, and required standards as per subject area.
  • Ability to apply basic engineering/problem-solving principles to construction challenges.
  • Excellent verbal, written, and interpersonal communication skills.
  • Proven flexibility and ability to work in a fast-paced environment.
  • Planning, organizational, and time management skills with the ability to multitask, prioritize own work, and direct-report tasks.
  • Able to create and lead schedules a comprehensive scale.
  • Ability to formulate subcontracts and administer subcontracts and contract documents.
  • Proven understanding of Microsoft Office Suite and internal operational systems with a strong skills for embracing new technology.
