Job summary

Weil Group is seeking a Project Engineer – Facility to provide owner-side engineering support during the BPBH brownfield expansion at Barceloneta, Puerto Rico. Qualifications

  • 3-7 years of experience in pharmaceutical/biotech or industrial capital projects.

  • Working familiarity with facilities, utilities, mechanical, or electrical disciplines to support Lead(s).

Responsibilities

  • Serves as Client’s owner-side representative for assigned facility construction packages; oversees GC and subcontractors, monitors progress, quality, and compliance against design.
  • Owns permit-to-work coordination and issuance for activities within a 24/7 GMP facility; enforces safety and site separation.
  • Conducts field walkdowns, inspections, and punch-list development; verifies work matches design and site standards.
  • Supports construction safety evaluations and adherence to Client EHS requirements on an active manufacturing site.
  • Acts as liaison between GC, A/E (Fluor), site operations, and Lead(s) to prevent production impact.
  • Supports review of A/E drawings, P&IDs, specifications; assists with GC submittals/RFIs for alignment with standards.
  • Witnesses field testing and supports turnover documentation; maintains as-built records and tracks open items.
  • Supports commissioning, IQ/OQ/PQ readiness, turnover, and startup with the Lead(s) and CQV team.

Reports To: Facilities / Utilities / Mechanical / Electrical Lead(s)


Purpose

Provides Client owner-side project-engineering support to the Facilities / Utilities / Mechanical / Electrical Lead(s) during the Buffer Prep / Buffer Hold (BPBH) brownfield expansion at Barceloneta, within an active 24/7 GMP facility.


Acts as owner's representative for facility-side construction packages - coordinating and overseeing the General Contractor's (GC) execution, owning field-level permit-to-work, walkdowns, safety, and coordination, and supporting the Lead(s) in reviewing the A/E's (Fluor) design.


The role spans the facility built-environment disciplines - facilities, utilities (clean + black), mechanical, and electrical.


Candidates are NOT expected to be expert in all four; applicants should indicate which disciplines they are strongest in (see 'Disciplines / Areas of Coverage').


Design authority and responsibility rests with the Lead(s) and A/E; this role supports design review and execution oversight (physical work is performed by the GC). The incumbent supports the Lead(s), owns owner-side coordination of the assigned package(s), and develops discipline expertise through the project.


Disciplines / Areas of Coverage

This position may cover one or more of the following, matched to the candidate's background and the project's needs. Applicants should indicate their level of experience in each:



  • Facilities - built environment, architectural/CSA interface, cleanroom finishes/flooring, general facility infrastructure.

  • Utilities - clean utilities (WFI, clean steam, CIP, clean compressed air) and black utilities (chilled water, cooling water, plant steam, compressed air, drainage).

  • Mechanical - HVAC / air handling, chillers, compressors, pumps, and mechanical equipment.

  • Electrical - power distribution, MCCs, panels/switchgear, cable tray, conduit, and field cabling (including wiring to instruments).


Responsibilities


  • Serves as Client’s owner-side representative for the assigned facility construction package(s); provides day-to-day oversight of the GC and its subcontractors, monitoring progress, quality, and compliance against the approved design.

  • Owns permit-to-work (PTW) coordination and issuance (including Lockout/Tagout for electrical/energized tie-ins) for construction activities within the active 24/7 GMP facility; enforces construction segregation from live manufacturing and coordinates tie-ins/shutdown windows with site operations.

  • Conducts and participates in field walkdowns, inspections, and punch-list development; verifies installed work matches design and site standards before turnover.

  • Supports construction safety: participates in contractor safety evaluations, supports the site safety plan, and ensures GC adherence to Client EHS requirements on an active manufacturing site.

  • Acts as liaison and coordination point between the GC, the A/E (Fluor), site operations, and the Lead(s); ensures construction activities do not negatively impact ongoing production.

  • Supports the Lead(s) in reviewing A/E design deliverables (drawings, P&IDs, specifications, load/sizing sheets) and GC submittals/RFIs for alignment with Client standards. (Design review and support role - design authority and responsibility rest with the Lead(s) and A/E.)

  • Witnesses field testing appropriate to the assigned discipline(s) (e.g., hydrostatic/pressure and flushing for piping/utilities; megger/continuity/load and functional checks for electrical); supports turnover documentation.

  • Maintains as-built documentation and field records; tracks open items, field issues, and schedule for the assigned package(s) and escalates to the Lead(s).

  • Supports commissioning, qualification readiness (IQ/OQ/PQ), turnover, and startup alongside the Lead(s) and CQV team; assists with field troubleshooting and handover to operations.


Qualifications

Required:



  • Bachelor's degree in Mechanical, Electrical, Chemical, Civil, or a related engineering discipline.

  • 3-7 years of experience in pharmaceutical/biotech or industrial capital projects, ideally in an owner's-representative or GC/EPC field-engineering capacity.

  • Experience with brownfield construction in an operating facility: permit-to-work systems, field walkdowns, construction safety, and contractor coordination.

  • Working familiarity with one or more of the coverage disciplines (facilities, utilities, mechanical, electrical) - sufficient to support the Lead(s) and coordinate the GC. Design-level mastery is not required at this level.

  • GMP awareness and the ability to coordinate work safely within an active 24/7 manufacturing environment.


Preferred:



  • Strength in two or more coverage disciplines (broader coverage reduces the number of positions required).

  • Spanish fluency / bilingual (Puerto Rico site - strong advantage).

  • Construction management exposure; ability to read and interpret construction drawings and specifications.

  • Prior commissioning / CQV field-support experience.
