Job summary

Arcadis is seeking a highly skilled Project Engineer (Civil/Environmental) to support the Gateway Hudson Tunnel Project, a major US infrastructure program delivering a two-track tunnel and rehab of the North River Tunnel. You will work within a multidisciplinary team under the delivery partner arrangement, coordinating design, construction, and operations.

The role emphasizes hydrology, hydraulics, stormwater, and regulatory compliance with NJDEP/NEPA/USACE, along with BIM and project-controls

Qualifications

• Bachelor’s degree in Civil Engineering, Water Resources Engineering, or related discipline.
• 5–10 years of experience in civil, water resources, or environmental engineering on large infrastructure projects.
• Strong knowledge of watershed hydrology, open-channel flow, pipe network analysis, and floodplain management.
• Experience with BIM, AutoCAD, MicroStation, PMIS, and Microsoft Office Suite.

Responsibilities

• Assist with design reviews, resolve technical issues, and coordinate design change documentation.
• Provide technical support during construction, review contractor submittals, and monitor progress against milestones.
• Facilitate communication among stakeholders, schedule meetings, and assist with project documentation, including drawings and specifications.
• Provide opinions on constructability, means and methods, and impacts of technical decisions on the overall project, including critical path analyses.
• Support integration and coordination of all HTP Packages, ensuring interface management among design, construction, and operations teams.
• Assist with programmatic oversight of project controls including schedule, cost, change, risk, and document management.
• Prepare and submit monthly and quarterly project reports (safety, quality, environmental, milestones).
• Maintain a lessons learned register and master issues log for the HTP.
• Support implementation of PMP, QMP, and other federally required plans; ensure regulatory compliance.

Role description:

Arcadis is seeking a highly skilled and motivated Project Engineer (Civil/Enviromental) to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP).

We are working as the Delivery Partner along with team members and selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.

The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

Role accountabilities:

• Assist with design reviews, resolve technical issues, and coordinate design change documentation.
• Provide technical support during construction, review contractor submittals, and monitor progress against milestones.
• Facilitate communication among stakeholders, schedule meetings, and assist with project documentation, including drawings and specifications.
• Provide opinions on constructability, means and methods, and the impacts of technical decisions on the overall project, including analysis of critical path schedule impacts and scenario analyses.
• Support the integration and coordination of all HTP Packages, ensuring comprehensive interface management and collaboration among design, construction, and operations teams.
• Assist with programmatic oversight and management of project controls functions, including schedule, cost, change, risk, and document management.
• Update project controls procedures, workflow processes, and tools as requested.
• Prepare and submit monthly and quarterly project reports, including safety, quality, environmental, and milestone status updates.
• Maintain a “lessons learned” register and master “issues log” for the HTP.
• Support implementation and monitoring of the HTP Project Management Plan (PMP), Quality Management Plan (QMP), and other federally required plans.
• Ensure compliance with applicable federal, state, and local regulations, including NJDEP (Flood Hazard Area, Freshwater Wetlands, and NJPDES), NEPA, USACE Section 404/401, Section 106, and county or municipal permitting requirements.
• Assist with quality assurance activities, including witnessing testing, periodic audits, and ensuring compliance with technical specifications and contract requirements.
• Support construction and rehabilitation of stormwater infrastructure, including detention basins, bioswales, and infiltration systems, in conformance with approved designs and permit conditions.

Qualifications & Experience:

• Bachelor’s degree in Civil Engineering, Water Resources Engineering, or related discipline.
• Professional Engineer (PE) license in NJ or NY preferred.
• 5–10 years of experience in civil, water resources, or environmental engineering, preferably on large infrastructure or transportation projects involving hydrology, hydraulics, and stormwater management.
• Roadway engineering skills such as geometric design, grading, access management, permitting, utilities, stormwater management, roadway drainage design, 3D roadway modeling, traffic/accident analysis and traffic control and staging plans.
• Strong understanding of watershed hydrology, open-channel flow, pipe network analysis, and floodplain management.
• Proficiency in HEC-HMS, HEC-RAS, SWMM, ArcGIS, AutoCAD Civil 3D, and related engineering software.
• Familiarity with FEMA, FHWA, AASHTO, USACE, EPA, NJDEP, and local regulatory requirements.
• Technical leadership in hydrologic and hydraulic engineering.
• Familiarity with project controls, scheduling, cost management, and risk management.
• Knowledge of federal, state, and local regulations relevant to major capital projects (NJDOT, NJDEP, NEPA, USACE, Section 106, County or Municipal agencies, etc.).
• Experience with quality assurance, construction monitoring, and technical documentation.
• Proficiency with BIM, AutoCAD, MicroStation, PMIS, and Microsoft Office Suite.
• Strong technical writing, communication, organizational, problem-solving, and project coordination skills.
• Ability to work collaboratively with multidisciplinary teams and external stakeholders.

Preferred Skills

• Experience with public sector projects in NJ/NY Metro area and federally funded programs.
• Knowledge of environmental compliance, permitting, and reporting requirements.
• Experience supporting design-build (DB) delivery, including coordination of environmental permitting and approvals on the project critical path.

We offer nine paid holidays and 15 days PTO that accrue per year.

The salary range for this position is $140000 - $220000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
