Qualifications

  • Bachelor's degree in Civil Engineering or closely related field.
  • Engineer-in-Training certification from Florida, or ability to obtain within six months.
  • 2+ years engineering experience in utility infrastructure design/construction.
  • Experience or training using AutoCAD and/or ArcGIS.
  • Knowledge of utility infrastructure design and construction practices.
  • Ability to perform engineering calculations and analyses.
  • Ability to interpret engineering plans, specs, drawings, contract documents.
  • Familiarity with Florida regulations and city standards.
  • Knowledge of Florida Greenbook, AASHTO, MUTCD, NACTO.

Responsibilities

  • Assist in design and rehabilitation of utility infrastructure projects including sanitary sewer, stormwater, lift stations, water and wastewater facilities, and incidental roadways.
  • Prepare construction drawings, plans, specs, and technical documentation.
  • Perform calculations, analyses, research, and feasibility studies.
  • Develop cost estimates and participate in cost analysis.
  • Assist with field investigations and data collection.
  • Develop exhibits, maps, charts, graphs, and presentation materials.
  • Coordinate with city departments, agencies, consultants, and contractors to ensure compliance.
  • Present project information to community groups and stakeholders.
  • Assist with planning, design reviews, and construction activities.
  • Review plans, drawings, specs, bid schedules, and cost estimates.
  • Evaluate consultant and contractor payment requests.
  • Deliver engineering reports and recommendations.

Job description

The Project Engineer supports the planning, design, rehabilitation, and construction of public utility infrastructure projects with the City of West Palm Beach. This role is responsible for delivering engineering services for water distribution systems, sanitary sewer collection systems, stormwater infrastructure, lift stations, water resources facilities, water and wastewater treatment plants, and related roadway improvements. The position combines engineering design, project coordination, contract administration, and public engagement to ensure projects are completed in compliance with City standards and applicable regulations.

Key Responsibilities:
  • Assist in the design and rehabilitation of utility infrastructure projects, including:
  • Sanitary sewer collection systems
  • Stormwater systems
  • Lift stations
  • Water and wastewater treatment facilities
  • Incidental roadway improvements
  • Prepare construction drawings, plans, specifications, and technical documentation.
  • Perform engineering calculations, analyses, research, and feasibility studies.
  • Conduct utility project cost estimates and cost analysis.
  • Assist with field investigations, data collection, and condition assessments.
  • Develop engineering exhibits, maps, charts, graphs, and presentation materials.
Project Coordination & Stakeholder Management
  • Coordinate with City departments, outside agencies, consultants, and contractors to resolve design issues and ensure compliance with City requirements.
  • Respond to public inquiries related to utility and engineering projects.
  • Present project information to community groups, neighborhood associations, and stakeholders as needed.
  • Support project planning, design reviews, and construction activities.
Contract Administration & Project Oversight
  • Develop, manage, and monitor engineering contracts with consultants and contractors.
  • Review engineering plans and drawings submitted for City and private development projects.
  • Review technical specifications, contract documents, bid schedules, and cost estimates.
  • Evaluate and approve consultant and contractor payment requests.
  • Perform additional engineering and project-related duties as assigned.
Required Skills & Qualifications
  • Bachelor's degree in Civil Engineering or a closely related engineering field.
  • Engineer-in-Training (EIT) certification from the State of Florida, or ability to obtain within six (6) months of employment.
  • 2+ years of engineering experience involving the design and/or construction of utility infrastructure projects.
  • Experience or training using: AutoCAD and/or ArcGIS
  • Knowledge of utility infrastructure design and construction practices.
  • Ability to perform engineering calculations and technical analyses.
  • Ability to interpret: Engineering plans and drawings, specifications, contract documents, and field survey data
  • Understanding of engineering design development and drafting principles.
  • Familiarity with applicable federal, state, local, and utility regulations.
  • Knowledge of industry design standards, including: Florida Greenbook, AASHTO, MUTCD and NACTO
  • Ability to prepare technical reports and recommendations.
  • Ability to deliver presentations to technical and non-technical audiences.
  • Strong problem-solving abilities, written and verbal communication skills, and organizational and project coordination skills.
  • Valid driver's license and ability to obtain a Florida driver's license within 30 days of employment.
  • Must meet City driving eligibility requirements.
Preferred Qualifications
  • Experience working with municipal utility infrastructure projects (or familiarity with utilities space)
  • Knowledge of City of West Palm Beach design standards and specifications.
  • Experience with engineering contract administration and consultant management.
  • Experience creating engineering graphics, exhibits, and presentation materials.
  • Experience presenting technical information to public and community stakeholders.
  • For Engineering Services assignments: Experience with computer graphics software.
  • For Public Utilities assignments: Experience with hydraulic modeling software.
  • Familiarity with public-sector engineering environments and municipal development regulations.
  • Primarily office-based with sedentary to light physical activity.
  • Occasional field inspections requiring outdoor work in varying weather conditions.
  • May involve standing, walking, climbing, kneeling, crouching, and lifting items up to 10 pounds.
  • Subject to the City's drug-free workplace policies, including pre-employment and applicable random drug testing.
