Job summary

Qualifications

  • Track project cost, schedule, and performance metrics across multiple funding streams.
  • Evaluate risks, plan mitigations, and keep projects on schedule and budget.
  • Lead and manage multidisciplinary technical teams.
  • Strong written, verbal, and presentation communication with stakeholders.
  • Knowledge of Agile (Scrum/Kanban) and software life-cycle concepts.
  • Experience with DoD/government project support preferred.

Role Overview

Responsibilities
Key Responsibilities
  • Provide strategic leadership within the department, fostering a strong core capability in robust design and development to ensure efficient and effective results.
  • Collaborate with the Project Management Office to develop, estimate, structure, and oversee program execution as required.
  • Support all phases of the development process, guiding engineers in designing technical solutions and architectures, assisting systems engineers in defining requirements, and leading a multidisciplinary development team in modeling, designing, and testing new products.
  • Offer technical leadership to resolve production challenges, post-delivery failures, obsolescence concerns, and supply chain disruptions.
  • Leverage a broad technical background to lead cross-functional technical teams effectively.
  • Manage costs, schedule, and performance.
  • Develop estimates and project plans, ensuring smooth execution from initiation to completion.

Qualifications
Education / Certifications
  • Bachelor's degree (BA/BS) in STEM
  • Master's degree (MA/MS in STEM or MBA preferred
  • Project Management Professional (PMP) certification preferred

10+ BA/BS or 5+ MA/MS or 14+AA/no degree

Required Skills
  • Working knowledge and experience in tracking project cost, schedule, and performance metrics (ie burn-down, burn-up, velocity) across multiple funding streams and scope.
  • Ability to evaluate technical risks, plan mitigations, and ensure projects remain on schedule and within budget.
  • Proficiency in project planning tools, such as Microsoft Project and Jira/Azure DevOps (ADO) or equivalent.
  • Experience working/managing technical projects within compressed timelines.
  • Ability to lead and manage multidisciplinary technical teams.
  • Strong communication skills (written, verbal, and presentation) to engage stakeholders, present technical information, and facilitate collaboration across teams.
  • Ability to synthesize technical and program data to identify and resolve complex challenges decisively.
  • Solid understanding of Agile (Scrum/Kanban) practices and software life-cycle concepts, as well as familiarity with traditional project management concepts
  • Facilitate or support technical reviews, backlog refinement, sprint planning, demos, and retrospectives.
  • Ability to prioritize and sequence projects/epics/features in collaboration with Product Owner and program leadership.
  • Translate epics/features into planned work packages with clear deliverables, acceptance criteria, and resource needs.
  • Proficiency in Microsoft Office Suite, Teams, and communication platforms.
  • Ability to obtain or maintain a U.S. Government Secret Security Clearance.
  • U.S. Citizenship required for security clearance eligibility.
Desired Skills
  • Understanding configuration management and quality management principles to ensure compliance with processes.
  • Experience with risk and opportunity management throughout the product lifecycle.
  • Basic understanding interpreting technical drawings, specifications, and documentation.
  • Product Owner and/or Scrum Master certification
  • Experience supporting Department of War (DoW)/DoD or other U.S. Government Agencies.
