Job description

Job Function

Provides support to Project Developers, including accurate and timely analysis of major project and program performance against approved budgets and milestones; monitoring compliance with federal, state, and local requirements; and maintaining project documentation (e.g., questions and responses, cost variances, presentations, reports, routine updates, meeting minutes, regulatory filings, and permitting status). Develops dashboards and supports project‑progress presentations.

Essential Functions
  • Project/Program Initiating and Planning: Supports Project Developers with major project/program initiation, planning, execution, control, and closeout activities. Configures and maintains project/program information and management systems, including development of program plans (e.g., work breakdown in SAP, schedule, budget in UI Planner), orders, risk analysis, communication matrix, and other interfaces.
  • Company, Regulatory, and External Approvals: Develops and prepares project information, reports, analyses, and presentations to support company authorizations for expenditures and PUC approvals. Coordinates with Regulatory Affairs, Accounting, Legal, Community Relations, and other stakeholders to obtain approvals and permits. Assists with preparing/analysing PUC applications and project cost reports.
  • Project External Relations and Communications: Prepares information, reports, and presentations to engage community groups, media, utilities, government agencies, the City Council, State Legislature, and the PUC. Supports dissemination, issue resolution, and preparation of testimony for public meetings and regulatory hearings.
  • Project/Program Controlling: Automates, generates, monitors, and analyzes project cost and progress information to support budget and schedule management, and comply with reporting requirements. Tracks status of design, permits, materials, and construction, following up to maintain on‑schedule and within‑budget delivery. Provides user training on budgeting tools in UI Planner and SAP.
  • Project/Program Closing: Supports completion of contractual and administrative closeouts, including signoffs, drawings, record updates, procurement audits, lessons‑learned reviews, and accounting closeouts.
  • Project Forecasting and Budget Maintenance: Coordinates analysis of revenues, expenses, financing, taxes, and capital expenditures, preparing presentation materials for senior management, recommending budgeting methodologies, and maintaining the company’s management reporting system.
  • Participates in Company emergency response activities as assigned.
Basic Qualifications
Knowledge Requirements
  • Knowing personal computers and software applications (Excel, Word, PowerPoint, Access, SAP, MS Project, UI Planner).
  • Knowledge of GAAP.
  • Knowledge of planning and budgeting concepts and forecasting principles.
  • Knowledge of utility accounting, finance, cost accounting, and ratemaking principles.
  • Knowledge of statistical techniques.
  • Knowledge of matrix project‑management systems and critical‑path scheduling (MS Project preferred).
  • Knowledge of PUC application and reporting requirements.
  • Working knowledge of tax accounting and data‑processing concepts.
  • Basic knowledge of engineering, project management, and planning practices (Transmission & Distribution and generation).
  • Ability to develop working knowledge of project management principles, Earned Value analysis, and utility information systems.
  • Ability to develop a general understanding of permitting processes, regulatory and public‑affairs processes, transmission, substations, distribution, operations, regulation, and workplace safety best practices.

Experience Requirements
  • 3–5 years of experience in accounting and forecasting systems and capital project budgets; at least 3 years in budgeting and financial forecasting in a utility environment preferred.
  • 3–5 years of experience with computers, information systems, and software applications (MS Project, Excel).
  • 3–5 years of analytical experience, preferably with data and/or projects.
  • 1+ year of experience using project‑management techniques.
