Job summary

Chicago Transit Authority is seeking a Facilities Project Coordinator to support the implementation of small- to medium-scale Authority facilities and right-of-way construction projects. You will provide coordination and administrative support for project agreements, scopes of work, documentation, scheduling, accountability, and budgets.

The role requires a Bachelor’s degree in a related field, plus experience in project planning or scheduling.

Qualifications

  • Bachelor's Degree in Engineering, Architecture, Construction Management, Business, or related field or equivalent experience.
  • Experience in project planning, contract controls, or scheduling preferred.
  • Must possess a valid Driver's License.
  • CTA Rail Safety Training certification required and maintained.

Responsibilities

  • Assists management on assigned projects.
  • Coordinates adherence to contract policies and procedures by construction staff.
  • Develops project schedules and coordinates delivery of contract deliverables from outside consultants.
  • Monitors consultant hours for budgeting and invoicing; verifies reporting hours.
  • Prepares contract documents for new construction and design/construction management contracts, including CTA procedures.
  • Tracks project KPIs and performance metrics; coordinates reports on financial status of contracts.
  • Coordinate procurement processes including bid documentation and contractor/vendor coordination.
  • Performs field inspections of construction sites and ensures safety standards compliance.
  • May coordinate small-scale projects or perform limited project management during absences of a Project Manager.

SALARY

$89,507.66

POSITION SUMMARY

Under general supervision, coordinates activities related to the implementation of small- to medium-scale Authority facilities and right-of-way construction projects. Provides coordination and administrative support for project agreements, scopes of work, project documentation, scheduling, accountability, and budgets

PRIMARY RESPONSIBILITIES
  • Assists management on assigned projects.
  • Coordinates the adherence to contract policies and procedures by construction staff.
  • Develops project schedules and coordinates and monitors the receipt of contract deliverables from outside construction management consultants.
  • Monitors the work of construction management consultants' personnel for assigned projects to ensure compliance with policies and procedures.
  • Coordinates assigned elements of construction and professional services projects, including project initiation, budgeting, invoicing, and closeout.
  • Reviews scopes of work to ensure clarity, completeness, and alignment with department objectives.
  • Supports procurement processes including bid documentation, contractor selection, and vendor coordination.
  • Completes administrative duties associated with gaining approvals and authorizations for initiating new projects.
  • Prepares contract documents related to new construction contracts, and new design and construction management contracts including incorporation of CTA procedures and policies.
  • Assembles contract documents, drawings, and specifications.
  • Collaborates with different CTA departments to obtain items and feedback necessary for assembling elements of a contract.
  • Ensures that department quality procedures are followed.
  • Obtains approvals necessary to finalize documents
  • Tracks project KPIs and performance metrics.
  • Performs oversight and monitoring of administrative duties relating to budgeting and invoicing as required.
  • Monitors consultant hours for budgetary compliance.Prepares labor summary reports for consultant hours and verifies billing for accuracy of reported hours.
  • Coordinates reports regarding the financial status of construction consultant management contracts.
  • Monitors consultant and contractor performance evaluations to ensure their performance adheres to Authority standards and budgetary constraints.
  • Monitors project updates and documents utilized for updating CTA management.
  • Performs field inspections of construction sites as required.
  • Verify adherence to safety standards, regulatory requirements, and department policies.
  • Coordinates inspections and ensures deficiencies are corrected.
  • Coordinates required permits.
  • Analyzes and monitors web-based project management software reflecting current CTA operating and processing procedures.
  • May coordinate small-scale projects or perform limited project management responsibilities during the temporary absence of a Project Manager.
  • Performs related duties as assigned.

EDUCATION/EXPERIENCE REQUIREMENTS
  • Bachelor's Degree in Engineering, Architecture, Construction Management, Business, or a related field, or an equivalent combination of education and experience relating to this position.
  • Experience in project planning, contract controls, or scheduling preferred.
  • Must possess a valid Driver's License.
  • Required to complete and maintain CTA Rail Safety Training certification.
PHYSICAL REQUIREMENTS
  • Requires sitting for extended periods of time, standing, visual acumen, manual dexterity, and fingering for working with computer keyboards.
  • Required to climb and/or walk on structures, which may be at elevated levels.
  • Working conditions are varied and include all weather ranges (from extreme cold to extreme heat, rain to snow and ice, etc.).
  • Conditions also include working at extreme heights; working near electrified third rail; working in subway tunnels with limited clearance, visibility, etc.
  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Working knowledge of related federal, state, and local codes, laws and regulations as it related to construction projects.
  • Working knowledge of transit operations, facilities, vehicles, rules, and procedures desired.
  • Working knowledge of the principles and practices used in the preparation of designs, plans, specifications, and cost estimates.
  • Working knowledge in using E-builder or other web-based project management programs.
  • Strong MS Office Suite skills.
  • Strong written and oral communication skills.
  • Strong contract administration and negotiation skills.
  • Strong budget management skills.
  • Ability to interact with internal/external customers.
  • Ability to read and comprehend construction specifications and process plans.
  • Ability to interpret and apply federal regulations.
  • Ability to work with sensitive information while maintaining strict confidentiality.
  • Ability to work collaboratively with other Departments.
WORKING CONDITIONS
  • General office environment.
  • Occasionally required to travel to other Authority field construction locations or outside agency locations.
  • Works outdoors in the inspection of new construction and may also be required to work on or near the right-of-way.
  • May be required to work various extended or irregular hours (including nights and weekends) to meet project deadlines or as construction project schedules require.
  • Required to attend multiple in person and/or virtual training sessions.
EQUIPMENT, TOOLS, AND MATERIALS UTILIZED
  • Standard office equipment.
  • Various types of measuring devices, digital camera, personal computers (including handheld devices), label maker, various types of gauges, light tools (wrenches and screwdrivers), reflective safety vests, and applicable restrictive personal protective equipment.
  • Must wear applicable restrictive personal protective equipment.
Additional Details

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
