Job summary

The Golden State Water Company is seeking a Project Controls Specialist to support the Capital Program Management team in delivering capital projects on time and within budget. You will develop schedules, cost reports, and cash flows, and coordinate with project teams and contractors.

Responsibilities include setup in Trimble Unity Construct, preparing dashboards in Power BI, and ensuring schedule integrity with baselines and changes. Strong communication and analytical skills are essential.

Qualifications

  • Bachelor's Degree in engineering, construction management, or related field with 5 years of direct project control experience.
  • Experience with critical path scheduling, project cost management, estimating, and document control.
  • Accounting knowledge preferred.
  • Experience with Trimble Unity Construct (e-Builder) preferred.
  • Ability to facilitate and produce detailed construction schedules and interface those schedules with engineering and procurement.
  • Excellent written and verbal communication skills.
  • Proficient with Microsoft Office.

Responsibilities

  • Completes project set-up in Trimble Unity Construct, formerly e-Builder, software.
  • Analyzes data, reviews logs, and runs reports in the Trimble Unity Construct or other tools.
  • Creates Work Breakdown Structures and links to Cost Breakdown Structures.
  • Develops, implements, and maintains scheduling, cost reports, cash flows, and forecasts for multiple capital projects.
  • Follows project execution plans.
  • Helps with engineering, procurement, construction planning, scheduling, logistics, and cost control.
  • Supports the Project Controls Lead in responding to technical questions from the project team.
  • Inputs and documents changes to cost reports or forecasts.
  • Interfaces with the project team to review project and contingency costs and support external audits.
  • Creates and presents cash flow reports.
  • Develops various levels of schedules.
  • Applies and reviews the entry of logic ties within the schedules.
  • Monitors resource loading of a schedule.
  • Supports interactive project planning and construction work in progress meetings.
  • Verifies that the various schedule reports are in the appropriate reporting format.
  • Creates, reviews, and analyzes pre-programmed project scheduling reports and back-up documentation for accuracy.
  • Consults with the project team on schedule progress.
  • Analyzes and evaluates scheduling methods, such as critical path and scheduling techniques, estimating, project cost management, earned value, and forecasting.
  • Performs schedule what-if scenarios.
  • Assists with the development and maintenance of dashboards in Power BI.
  • Performs quality checks and inspections on project control deliverables.
  • Complies with all policies and standards.
  • Performs other duties as assigned.

JOB DESCRIPTION

The Project Controls Specialist, serving in a high-level support role, is accountable for supporting the Project Control Lead and Capital Program Management team to deliver and complete capital projects on time and within budget.

ACCOUNTABILITY

The Project Controls Specialist is accountable for the creation, management, and reporting of project schedules. This includes developing schedule templates, schedule quality reviews, adhering to company standards, schedule baseline monitoring, and schedule status updates. The Project Controls Specialist is also accountable for maintaining accurate cost-loaded schedules through close coordination with the Project Controls Lead, the Capital Program Management Team, and construction contractors. This is achieved by efficient use of time through good organizational skills, knowledge of project scopes, and resolving issues and questions during a project in an expeditious manner.

ESSENTIAL DUTIES AND RESPONSIBILITIES

MINIMUM QUALIFICATIONS
  • Bachelor's Degree in engineering, construction management, or related field and 5 years of direct project control experience required
  • Prior experience with critical path scheduling, project cost management, estimating, and document control required
  • Accounting knowledge preferred
  • Applicable experience may be substituted for the degree requirement
  • Experience with Trimble Unity Construct (e-Builder) preferred
  • Ability to facilitate and produce detailed construction schedules and interface those construction schedules with engineering and procurement activities
  • Excellent written and verbal communication skills

  • Web Based Learning, Trimble Unity Construct/e-Builder (preferred), Word, Excel, PowerPoint, and other applicable software

  • Ability to: Analyze and input data on project budgets and schedules; communicate clearly and concisely, orally and in writing; establish and maintain effective working relationships with peers, professional associates, and the general public
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
  • Must be willing to travel as required by project needs. Travel can be up to one (1) overnight stay per month and turnaround full-day trips, by car or by air, up to two (2) days per month
  • May include but is not limited to standing, climbing, walking, lifting, bending, pulling and/or pushing, grasping, reaching, stooping and crouching, sitting, typing, walking, reading, writing, color determination, speaking, and listening for extended periods of time

The compensation range provided is in compliance with state specific laws.
