Job summary

NuScale Power in Houston, TX is seeking a Project Controls Specialist to join the Project Management Center of Excellence. You will support project managers using Earned Value Management to keep deliverables on schedule and within budget, develop standard project controls tools, and drive continuous improvement.

The role includes governance for large projects, WBS setup, cost/schedule baselines, and mentoring junior staff in a dynamic nuclear project environment.

Qualifications

  • Bachelor's degree required; advanced degree or AACE certification preferred; or 12 years total experience in lieu of degree.
  • Eight or more years in project planning/scheduling and project controls.
  • Experience with multiple large projects; Primavera P6; nuclear industry a plus; strong organizational, writing, and interpersonal skills; claims/forensic analysis experience.
  • Eligible to work under DOE regulation 10 CFR Part 810.

Responsibilities

  • Establish project controls governance for large, complex, high-impact projects.
  • Develop WBS and control hierarchy; set up in Primavera with schedules, resources, milestones.
  • Support monthly accruals with Project Accounting; maintain cost/schedule baselines.
  • Create and maintain periodic status reports, EV metrics, and forecasts.
  • Identify changes, mature trends, obtain approvals, and update baselines.
  • Create, maintain, and control project charge codes.
  • Mentor junior staff within the project controls group.
  • Incorporate external schedules into the Integrated Master Schedule.
  • Perform critical path and forensic schedule analysis; publish milestone reports.
  • Follow Project Controls Processes; perform other duties as assigned.

This position is based out of our Houston, TX office.

POSITION SUMMARY

The Project Controls Specialist works within the Project Management Center of Excellence group and reports directly to the Manager of Project Controls, assisting the Project Manager(s) with the non-technical management of a project including but not limited to utilizing Earned Value Management methodology to keep deliverables on schedule and within budget, developing and maintaining standard Project Controls tools, and actively contributing to a spirit of continuous improvement.

This position will also provide the opportunity to develop and implement innovation in Project Controls and maximize the use of the available technology in thought and software to align with NuScale Power’s Small Modular Reactor technology cutting edge culture.

Essential Duties And Responsibilities
  • Works with the appropriate Project Director(s) in the establishment of project controls governance for projects characterized by large investment commitment, vast complexity and long-lasting impact on the economy, the environment and society.
  • Works with the appropriate Project Manager(s) in the establishment of new projects, develops an appropriate work breakdown structure and project control hierarchy, and establishes this hierarchy in the Primavera scheduling tool including the appropriate schedule information, resource loading, and milestones consistent with project funding, timetable and objectives.
  • Works with Project Accounting to support monthly accruals process.
  • Works with the Project Managers, Project Controls staff, and performing organization to create, update and maintain the project cost and schedule baseline.
  • Develops and maintains periodic project status reports related to project progress including earned value metrics, schedule performance, approved changes, cost forecasts, and revenue.
  • Identifies and mitigates potential changes. Where necessary, mature trends, gain approval, and implement approved changes to the project baseline.
  • Creates, maintains, and controls access to project charge codes.
  • Mentors junior staff within the project controls group and helps develop their knowledge and be available to assist with general questions.
  • Incorporates external schedules within the project’s Integrated Master Schedule.
  • Performs critical path analysis on project schedule.
  • Performs forensic schedule analysis to support claims.
  • Develops and publishes periodic project Level 2 and 3 milestone completion and status reports.
  • Independently understands, follows and maintains Project Controls Processes.
  • Performs other duties as assigned.

  • Quality Assurance: Commits to the understanding and implementation of quality assurance regulations, standards and guidelines of 10 CFR 50 Appendix B, 10 CFR 21, and NQA-1.
Minimum Skills, Qualifications And Abilities
  • Education: A minimum of a B.S. or B.A. degree in Construction Management, Engineering, Project Management, Accounting, or Business Administration is required. An advanced degree, current AACE certification OR other technical working experience is preferred. Alternatively, 4 additional years (12 years total) of directly relevant full-time working experience may be considered in lieu of a degree.
  • Experience: Minimum of eight years working in a project planning / scheduling, project controls organization is required. Additional required experience includes:
    • Planning and Scheduling experience with multiple large projects
    • Oracle Primavera P6.
    • Nuclear industry experience a plus.
    • Exceptional organizational and multi-tasking skills, with an emphasis on coordinating conflicting demands and priorities.
    • Strong technical writing skills as well as excellent communication, presentation, and interpersonal skills.
    • Claims and Forensic analysis experience.
  • Industry Requirements: Eligible to work under Department of Energy regulation 10 CFR, Part 810.

Pay And Benefits
  • The target pay range for this position is $124,400 - $150,138 annually.
  • The full pay range is $111,531 - $174,446 annually.
  • At NuScale, compensation decisions are determined using factors such as relevant job-related skills, full-time working experience, education and training, equity within the department.
