Job description

The Project Controls Manager leads cost, schedule, and performance reporting across the company's civil and industrial construction portfolio. This role partners with Project Managers, superintendents, estimating, and finance to build and maintain reliable schedules and cost forecasts, flag risk early, and give executive leadership a clear, consistent picture of project and portfolio performance. The position is central to protecting margin and schedule certainty on both time-and-materials and fixed-price work.

ESSENTIAL DUTIES & RESPONSIBILITIES

• Develops, maintains, and updates integrated project schedules (CPM) in coordination with Project Managers and field superintendents.
• Owns project cost control, including budgets, cost forecasts, cost-to-complete, and monthly cost reports by project and by cost code.
• Tracks earned value and productivity metrics (CPI, SPI, unit production rates) and flags variances before they become overruns.
• Manages change order tracking, pricing support, and documentation from identification through negotiation and close-out.
• Maintains project risk registers; quantifies schedule and cost risk and escalates emerging issues to leadership.
• Prepares and presents monthly and weekly project performance reporting to the COO, President, and CEO, and supports Operations Leadership Team reviews.
• Standardizes project controls processes, templates, and reporting cadence across regions and project teams.
• Supports estimating and business development during the bid phase with historical cost and productivity data.
• Maintains and administers project controls software, including scheduling, cost management, and WIP tracking systems.
• Supports monthly financial close by preparing percentage-of-completion (WIP) schedules in coordination with Finance.
• Forecasts project and portfolio cash flow.
• Trains and mentors Project Managers and project engineers on project controls tools and best practices.
• Performs other related duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of:

• Construction project controls, cost engineering, and earned value management fundamentals.
• Critical path method (CPM) scheduling and schedule risk analysis.
• Time-and-materials and fixed-price contract structures.
• Percentage-of-completion (WIP) reporting and monthly financial close processes.

Skill in:

• Building and maintaining CPM schedules and cost forecasts across multiple concurrent projects.
• Using scheduling and cost management tools (e.g., Primavera P6, MS Project) and advanced Excel.
• Analyzing performance and productivity data to identify variances early.
• Communicating clearly in writing and in person, including presenting to executive leadership.

Ability to:

• Partner effectively with project managers, superintendents, estimating, and finance.
• Manage competing priorities across a multi-region project portfolio.
• Identify, quantify, and escalates cost and schedule risk before it affects margin.
• Travel to project and field sites as needed.

MINIMUM JOB REQUIREMENTS

Bachelor's degree in Construction Management, Civil/Industrial Engineering, Finance, or a related field required (equivalent experience considered). Seven (7) or more years of project controls experience in construction, with direct exposure to civil and/or industrial projects. Proven experience building and maintaining CPM schedules and cost forecasts across multiple concurrent projects, and a solid grasp of earned value management and construction cost engineering fundamentals. Proficiency with scheduling and cost tools (e.g., Primavera P6, MS Project) and advanced Excel skills required. Must have strong written and verbal communication skills and the ability to travel to project and field sites as needed.

Preferred: Project Management Professional (PMP), Planning & Scheduling Professional (PSP), or Certified Cost Professional (CCP) certification; experience on pipe welding, fabrication, or other industrial mechanical construction projects; familiarity with construction ERP systems (e.g., Viewpoint, CMiC, Sage 300 CRE, Procore); experience supporting a multi-region portfolio with a mix of active backlog and pipeline/unawarded work; and prior experience presenting directly to C-suite or ownership.
