Job summary

Bechtel Corporation is conducting a long-term assignment in Clay, NY as Project Controls Lead (Drilled Piers) for the Micron fabrication facility. The role focuses on cost and schedule control for Infrastructure GBU, leading a controls team and coordinating with contractors and stakeholders.

The successful candidate will have 8-12 years in project controls or 15+ years with no degree, proficiency in Primavera P6, and strong communication and leadership skills to deliver schedule and cost

Qualifications

• 8-12 years of Project Controls experience or 15+ years without a degree.
• Experience in planning, scheduling, cost control and cost analysis for heavy civil works.
• Degree in Engineering, Construction Management, Business Management or related field preferred or equivalent experience.

Responsibilities

• Leads the project controls team and activities for the Infrastructure scope.
• Defines cost and schedule control policies in line with Bechtel requirements.
• Develops, interprets and enforces policy for cost and schedule control and analysis.
• Leads development, control, analysis, forecast and reporting of all schedule activities.
• Monitors impacts and develops schedule recovery plans as needed.
• Leads cost activities development, control, analysis, forecast and reporting.
• Prepares cost trend estimates for cost trend programs.
• Delivers schedule/cost forecasts and management reports.
• Develops and maintains the Project Controls Plan.
• Maintains performance reports and metrics for the project.
• Reviews activities to ensure milestones support.
• Identifies and resolves cost engineering and scheduling problems.

Project Overview:

Bechtel’s Manufacturing and Technology (M&T) Business Unit is designing, building and commissioning a semiconductor fabrication facility in Clay, NY.

The Infrastructure GBU scope consists of installing circa 3,600 drilled piers. The candidate will act as the Project Controls Lead (Drilled Piers) on the Micron Project. The candidate will locate on a long-term assignment to the project site at Clay, NY.

Job Summary:

The Project Controls Lead will be responsible for the development, control, analysis, forecasting and reporting of the cost and schedule for the Infrastructure GBU scope of works on the project. #LI-ML1

Major Responsibilities:

• Leads the project controls team and the project control activities for the Infrastructure GBU scope of works.
• Defines project needs for cost and schedule control in accordance with established Bechtel and client contractual requirements, objectives, and procedures.
• Develops, interprets, and executes policy, objectives, and standards applicable to cost and schedule control and analysis.
• Leads the development, control, analysis, forecast and reporting of all schedule activities.
• Monitors, identifies impacts, and develops schedule recovery plans as required.
• Leads the development, control, analysis, forecast and reporting of all cost activities.
• Leads the preparation of cost trend estimates in support of cost trend programs.
• Leads the preparation and presentation of schedule / cost forecasts and reports.
• Responsible for the development, execution, and management of all facets of a Project Controls Plan.
• Leads the development and maintains performance reports and metrics
• Reviews project work activities to ensure support of project milestones.
• Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems.
• Participates in discussions with contractors.
• Prepares and presents cost engineering and scheduling information to management/client.

Education and Experience Requirements:

• A recognized degree from an accredited college or university in Engineering, Construction Management, Business Management, or related field with 8-12 years Project Controls, Commercial Operations, and/or Prime Contracts experience or a minimum of 15 years work experience in lieu of a degree.
• Experience in performing, monitoring, and reviewing planning and scheduling functions, including schedule development, control, and analysis, and cost engineering functions, cost control, and cost analysis, particularly in the field of heavy civil works (piling, earthworks, concrete).

Required Knowledge and Skills:

• Skilled in oral and written communication.
• Demonstrated experience in Primavara 6.
• Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
• Proficiency in using Project Controls operating systems, including several basic software applications.
• Knowledge of financial report systems and controller account codes, and understanding of Controller instructions, which impact Project Controls.
• Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes.
• Knowledge of engineering and/or construction management customarily acquired over time through specialized instruction or practical experience
