Qualifications

Responsibilities

• Lead cost management, forecasting, budgeting, and change management for major capital projects.
• Provide cost analysis, forecasting, earned value, and performance reporting to leadership.
• Develop and maintain CBS, control budgets, cash flow forecasts, and cost reporting tools.
• Coordinate monthly reviews and communicate performance, risks, and opportunities.
• Lead Project Controls Plans, MOC processes, and Estimate Confidence Packages.
• Review contractor reports and change orders for accuracy and alignment.
• Analyze performance trends and identify cost, schedule, and progress risks.
• Support project decision-making with finance, procurement, and contracts teams.
• Assist with funding approvals, AFEs, and project closeout activities.
• Mentor junior project controls professionals.

Job description

One of our major oil and gas clients is seeking a Project Controls Advisor to work on a 1-year assignment in their facilities in The Woodlands, TX.

Summary:

The Project Controls Advisor will serve as the Owner's Project Controls lead, providing oversight and governance across cost control, project progress measurement, forecasting, budgeting, change management, and reporting activities for major capital projects. This role is heavily focused on cost and financial project controls rather than scheduling and requires extensive experience supporting owner organizations within the oil & gas industry. Experience supporting major capital projects is strongly preferred, with LNG project experience considered a significant advantage.

Responsabilities

• Lead all project controls activities related to cost management, progress measurement, forecasting, budgeting, and change management for major capital projects.
• Provide accurate and timely cost analysis, forecasting, earned value assessments, and performance reporting to project leadership and stakeholders.
• Develop and maintain project control systems, Cost Breakdown Structures (CBS), control budgets, cash flow forecasts, and owner cost reporting tools.
• Coordinate monthly stewardship reviews, ensuring effective communication of project performance, risks, opportunities, and forecast outcomes.
• Lead the development and maintenance of Project Controls Plans, Management of Change (MOC) processes, and Estimate Confidence Packages.
• Review contractor cost reports, progress updates, forecasts, and change orders to ensure accuracy and alignment with project objectives.
• Analyze project performance trends and identify potential cost, schedule, and progress risks, recommending proactive mitigation strategies.
• Facilitate opportunities and vulnerabilities assessments to drive capital efficiency and project value optimization.
• Interface closely with project management, finance/controllers, procurement, contracts, and execution teams to support project decision-making.
• Support budget development, funding requests, AFEs, work-in-place calculations, and project authorization processes.
• Participate in contractor bid evaluations, contract strategy discussions, and development of project controls requirements.
• Lead preparation for stage gate reviews, funding approvals, and executive management presentations.
• Monitor contractor project controls performance and ensure compliance with project controls standards, procedures, and reporting requirements.
• Review and validate contractor estimates, cost forecasts, progress measurement systems, and change management documentation.
• Support project closeout activities, final cost reporting, lessons learned, and performance assessments.
• Mentor and provide guidance to project controls professionals and junior team members.

Requirements

• Minimum 10 years of Project Controls experience supporting major capital projects within the oil & gas, petrochemical, LNG, or energy industries.
• Strong background in owner-side project controls, with significant experience in:

• Change Management

• Demonstrated experience managing project budgets from concept through project execution and closeout.
• Proven ability to review and challenge contractor cost forecasts, progress reporting, and change order submissions.
• Excellent analytical, problem-solving, and financial acumen.
• Advanced proficiency in Microsoft Excel and PowerPoint.
• Strong communication and stakeholder management skills with the ability to influence project teams and leadership.

Preferred Qualifications

• LNG project experience highly desirable.
• Experience with Primavera 6
• Experience supporting large-scale EPC and capital project execution environments.
• Certifications such as PMI, AACE, EVP, PSP, or equivalent are preferred.
• Familiarity with major company's project controls processes, stewardship requirements, and capital project systems.
• Experience leading project controls teams and mentoring project controls professionals.
