Job Description

The net.AMERICA Corporation is seeking a Project Control Specialist who will support the ongoing operations of legacy systems. Project Control Specialist will learn the basic tenants and foundational elements of property insurance; study NFIP floodplain management and other variables that impact flood insurance eligibility and rating; update and track project plan assignments across several project stakeholder organizations in support of a legacy system migration and transition to a new hosting facility and a new contractor; conduct meetings with FEMA CIO, CFO, and Risk Insurance Division (RID) customers and contracting organizations supporting the migration and transition of the legacy support systems. Successful Project Control Specialists thrive in client-intensive positions, with an ability to quickly synthesize disparate streams of information, and a desire to quickly “get their hands dirty” and take ownership of documents/deliverables.

Required Skills:

  • Project Control Skills: At a minimum, Project Control Specialists should come to the program with an understanding of how Work Breakdown Structures (WBS) and project schedules are developed and tracked. Project Control Specialists will be responsible for developing and tracking multiple project sub-schedules across several stakeholder organizations and creating reports on a weekly basis that roll up accomplishments and communicate status to various levels of project and FEMA management. Reports will include visualization of progress relative to expected progress and will also include significant issues or newly identified risks that could impact project performance. Significant experience with Microsoft Project and Excel are preferred. Years of Experience – minimum of 2 years, 3-6 years preferred.
  • Communication Skills: Project Control Specialists must have excellent oral and written communication skills. They will be expected to prepare for and lead/facilitate client meetings with a variety of stakeholders across OCIO, OCFO, OCPO and business areas and present to a variety of external stakeholders (i.e., Project Control Specialists should be able to present themselves in a professional manner with confidence, articulate their ideas without getting tongue-tied, and encourage conversation amongst stakeholders to accomplish the desired outcome of the meeting). Past hands-on experience with systems/IT implementations, particularly custom systems will increase the likelihood of success in this area. Significant experience in client facing (on-site) work is also a critical pre-requisite. Years of Experience – minimum of 2 years, 3-6 years preferred.
  • Customer Interaction Skills: While not every staff member on this team will play a lead role, the WO28 Team works on-site in an open office environment shared with the FEMA customer. As a result of this work situation, many client interactions are ad hoc/impromptu; the ability to quickly switch from work tasks to client facing engagement is critical. Project Control Specialists need to be able to develop and tailor materials to meet their target audience’s level of technical experience (e.g., some of our other stakeholders are not “tech-savvy;” therefore being able to translate technical considerations/constraints into “layman’s” terms is critical). Years of Experience – minimum of 2 years, 3-6 years preferred.
  • Analytical & Critical Thinking Skills: Project Control Specialists will be expected to contribute in a wide variety of areas. Project Control Specialists are expected to independently conduct research, read legislation and other policy documents, read technical/business articles and white papers, create spreadsheets with complex formulae, use databases, and create Visio diagrams in order to support requirements management, business process optimization, budget formulation, and alternatives analysis. Project Control Specialists must be proactive and flexible in the midst of sometimes vague or ambiguous assignments. Project Control Specialists are expected to autonomously read, learn, and apply their experience in order to develop draft deliverables independently. Project Control Specialists should be able to synthesize information to create thought-provoking arguments and be prepared to discuss and defend their work products. Years of Experience – minimum of 2 years, 3-6 years preferred.
  • Time Management Skills: Project Control Specialists may be assigned to multiple work streams at a time and must be able to manage their time effectively to meet various milestones and deadlines for each work stream in addition to participating in all weekly client meetings. Project Control Specialists must be proactive in preparing for large deliverables (e.g., factoring in time for multiple QA reviews, etc.). Years of Experience – minimum 2 years, 3-6 years preferred.

Preferred Skills

  • Understanding or knowledge of DHS, FEMA, FIMA, and/or NFIP. Years of Experience – N/A, as this is preferred.
  • Understanding and tactical experience with an IT PMO. Years of Experience – N/A, as this is preferred.
